2. Approval of the Minutes of May 25, 2016

4. PUBLIC HEARING – Annexation of Property and “Order Incorporating Territory” (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” into Fire District No. 2. There are no known objectors. Chief Petitioner: BEDFORD

5. BOARD OF COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement with ADAPT for Douglas County’s Substance Abuse Services funded with Justice Reinvestment funds.

6. COUNTY COUNSEL – Deliberation (Robb Paul)
The Solid Waste Advisory Committee determined that the Diamond Lake Resort should not be able to self-haul solid waste, because it is within the franchise area of High Lakes Sanitation. The Resort appealed the decision to the Board of Commissioners. The Board held a hearing on April 25, 2016. The Board will now deliberate and render a decision on the appeal.

7. INFORMATION TECHNOLOGY – Contract Amendment (Kevin Potter)
Fifth Contract Amendment with the State of Oregon, Department of Corrections for computer and telephone support services provided by the County IT Department to the State Parole and Probation offices located in the Justice Building. The Department of Corrections will pay a monthly flat fee of $867.00 for services through June 30, 2017. Revenue: $10,404.00.

8. LAND DEPARTMENT – Offer and Warranty Deed (Gary Groth)
Oregon Department of Transportation submitted an offer to purchase 0.65 acre in fee title of County owned property near Exit 119 for $28,000.00. The State’s offer includes a temporary easement for a work area for construction purposes over and across property.

9. PARKS – Approval of Adopt-A-Park Document Updates (Gary Groth)
The documents relative to the Douglas County Parks Department Adopt-A-Park program have been updated. The documents include a Program Guide, Program Application, Program Agreement and Liability Release Forms. The updated documents have been reviewed by the Parks Advisory Board. On April 29th, 2016 the Parks Advisory Board gave a recommendation for approval to the Board of Commissioners.

10. PARKS – Public Recreation Facility License (Gary Groth)
The license with the State of Oregon Department of State Lands will expire April 30, 2031 (15 years). The license is for the operation of a public recreation facility (boat ramp) located at the Smith River Boat Ramp.

11. PARKS – Order Rejecting of Bid (Gary Groth)
Douglas County Parks Department received one bid on May 25, 2016 for the Amacher Park Boat Ramp Toe Replacement. The bid was substantially higher than the budget estimate of $46,000.00.

12. PUBLIC WORKS – Permanent Easement (Robb Paul)
Granting Permanent Easement to the City of Roseburg on the Westerly Right-of-Way line of Old Melrose Road for access to a storm sewer pipeline and associated appurtenances.

13. SENIOR SERVICES – Amendment to intergovernmental Grant Agreement (Kathy Stauffer)
Amends Subcontractor Insurance Limit requirements. This amendment changes the limits to a tiered requirement dependent on the contract amount. Term: July 1, 2016 to June 30, 2017.
