MINUTES of the Board meeting held on May 25, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. ASSESSOR – Tax Refunds
Orders refunding taxes to: Invest West Alpha & Pacifica Property Management Company ($29,830.84); Robin M. Ray & Lesa Hansen-Ray of the Ray Family Trust ($6,300.96); Stately Green LLC. ($7,895.59); Umpqua Bank/Theresa Sivelle ($24,588.24).

2. BUILDING FACILITIES – Energy Efficiency Incentive Agreement with AVISTA
The Agreement provides for the County to receive energy efficiency incentive payments from AVISTA for the County’s 2011 improvements to Justice Building/Courthouse HVAC equipment. The estimated amount the County is to receive from AVISTA under the Agreement is $26,862.00.

3. HEALTH – Order Authorizing Purchase of Equipment
Order authorizing the purchase of (50) laptops with docking stations, and (3) servers with upgrades and software for the server upgrade project. The purchase will be made from the Oregon Cooperative Purchasing Program and is exempt per LCRB 4.24. Cost: $92,731.07.

4. PLANNING – Visual Presentation of the Planning Department Historic Resource Program Website
Through the Oregon State Historic Preservation Office (SHPO), the Planning Department received a Certified Local Government (CLG) Grant to be used for enhancing the County historic preservation program. The Planning Department was able to purchase books and materials for the Douglas County Library related to historic preservation and renovation. The grant also allowed us to develop an interactive GIS map to allow users to easily access the inventoried historic resources.

5. PUBLIC WORKS – Warranty Agreement Extension
Fifth extension of the Extended Warranty Agreement No. 22578 with C. F. Malm, LLC. for SCADA system at Galesville Dam. Cost: $10,288.00 per year.

6. PUBLIC WORKS – Contract Extension
Fourth extension of Contract with C. F. Malm, LLC. for engineering and consulting services for Galesville Dam. Cost: Fee schedule remains at 2010 rate and varies depending of services performed.

7. PUBLIC WORKS – Agreement Modification
Modification to increase the Joint Funding Agreement with the U.S. Department of the Interior, U.S. Geological Survey in the amount of $1,900.00 for water resources investigations.

8. SHERIFF – Agreement with USDA Wildlife Services
Agreement with Wildlife Services for three Wildlife Specialists for .75 FTE to respond to damage situations in Douglas County involving predatory animals that threaten human health and safety, livestock, and other property. Cost: $134,654.00.

9. SHERRIF – Contract Extension
Tenth Contract Extension with Rex Morningstar for office space in Glendale for Sheriff’s office. Cost: $365.00 per year.

10. MISCELLANEOUS – Review and funding Decisions for Title III Applications Under PL 106-393, SRS Act of 2000, Round 10
-- Hinkle Creek Paired Watershed Study & Research Demo ($50,000.00)
-- Communities for Healthy Forests ($125,000.00)
-- County Education on Federal Forest Lands Issues ($30,000.00)
