MINUTES of the Board meeting held on May 23, 2012


1. COMMISSION ON CHILDREN AND FAMILIES – Amendment (Gillian Wesenberg)
Amendment #2 to the Oregon Commission on Children and Families 2011-2013 County Intergovernmental Agreement #DOU1113 changes the allocation to the Court Appointed Special Advocates (CASA) from $59,540 to $32,152 as CASA will be transferred to the Oregon Department of Community Housing and Community Services for the 2012-2013 fiscal year.

2. COUNTY COUNSEL – Grant Contract (Paul Meyer)
Grant contract with Douglas County ADAPT for early intervention, prevention, and treatment services for alcohol and drug abuse. Funding provided from 2145 pass thru funds from the State of Oregon.

3. DISTRICT ATTORNEY – Grant Award (Rick Wesenberg)
Award for “Edward Byrne Memorial Justice Assistance Measure 57 Intensive Drug Court Grant.” Award agreement #4285 starting July 1, 2012 through March 31, 2013 provides $21,716.23 in the 2012-2013 fiscal year as reimbursement for a portion of the salary of the Deputy District Attorney assigned to Drug Court.

4. HEALTH AND SOCIAL SERVICES – Contract (Peggy Madison)
Contract with Renew Consulting, LLC for Mental Health Service Element SE28, Residential Treatment Services. Term is from June 6, 2012 to August 5, 2012. Maximum payable is $35,625.21.

5. INFORMATION TECHNOLOGY – Contract Extension (Kevin Potter)
Contract extension with Intergraph, Inc. Douglas County uses an automated Geographic Information System (GIS) software to maintain all of the County’s maps in electronic format. The software is used by and paid for by the Assessor, Engineer and Surveyor departments. Contract extends to May 31, 2013.

6. LAND DEPARTMENT – Quitclaim Deed (Gary Groth)
Quitclaim Deed conveying Douglas County’s interest in two tax foreclosed parcels (R23943 and R23951) to Clifford and Diana J. Ammons of Reedsport. The parcels are old logging railroad Rights-of-Way that bisect the Ammons’ property located on Lower Smith River Road. The parcels were acquired by the County in 1956. Consideration of $500 has been paid in full.

7. LAND DEPARTMENT – Quitclaim Deed (Gary Groth)
Quitclaim Deed conveying a 0.32 acre parcel located in Ash Valley from the Oregon Department of Forestry to Douglas County. Deed contains updated reversionary language that allows the property to be used by the Douglas County Public Works Department.

8. LAND DEPARTMENT – Bargain and Sale Deed (Gary Groth)
On May 22, 2012, Douglas County conducted an oral auction of five County owned parcels of real property and one County owned interest of mineral rights, all acquired through property tax foreclosure. Bargain and Sale Deeds are now being issued for the four real property parcels and one mineral rights parcel that sold at the auction. Caulder W. Lonie ($29,000); Jimmy Benjamin Rentz and Kathleen Irene Rentz ($2,900); Cow Creek Band of Umpqua Tribe of Indians ($56,000); Jerold L. Page ($53,500); Cow Creek Band of Umpqua Tribe of Indians ($550) – mineral rights only.



The next regularly scheduled Board meeting will be held June 6, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
