PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on May 21, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. DINT – ORDER AWARDING CONTRACT (Patrick Moore)
Order Awarding Contract to Brim Aviation for aerial reconnaissance of illegal drug activities. Cost varies depending on services.

2. HEALTH AND SOCIAL SERVICES – Personal Services Contact (Peggy Madison)
Contract with ADAPT for personal services work on Strategies for Policy and Environmental Change, Tobacco-Free Program. Term effective May 1, 2014 to June 30, 2015. Cost: Maximum reimbursement: $166,354.00.

3. INFORMATION TECHNOLOGY – Contract Extension (Kevin Potter)
Contract Extension with Intergraph, Inc. The software is used by the Assessor, Surveyor and Engineering departments to maintain all of the County’s maps in an electronic format. Cost: $32,496.00. Budgeted expense for the Assessor, Engineering and Surveyor departments.

4. PARKS – Contract (Gary Groth)
Contract with Johnson Rock Products, Inc. for the Boat Ramp Toe Replacement at River Forks Park. Cost: $38,049.00.

5. PARKS – Contract (Jim Dowd)
Contract with Steve Songer Construction for the Oregon State Police Project-Storage. Cost: $120,445.57.

6. PUBLIC WORKS – Order Designating Temporary Speed Reduction (Robb Paul)
Order designating temporary speed reduction on Bear Creek, Curtain and Territorial Road, Douglas County, Oregon.

7. PUBLIC WORKS – Extension of Agreement (Robb Paul)
Extension of leachate treatment agreement with Green Sanitary District and the City of Winston to allow Douglas County to dispose of leachate at the cost of 4.5 cents per gallon.

8. PUBLIC WORKS – Extension of Agreement (Robb Paul)
Extension of leachate treatment agreement with Green Sanitary District to allow Douglas County to dispose of leachate at a cost of 00.65 cents per gallon.

9. PUBLIC WORKS – Extension of Lease (Robb Paul)
Tenth Extension of Lease with Oregon Department of Transportation for office space at 433 Rifle Range Road. Revenue: $1,600.00 per month.



10. MISCELLANEOUS – Appointments/Reappointments (Peggy Madison)
Six positions will exist on the Special Transportation Advisory Committee due to expiring terms and resignations. The positions were advertised with Douglas County media and six applications were received. The acting members of the committee reviewed the applications and recommend appointing Joe Glaspie and William Smith to terms that would end June 30, 2016 and Reappointing Judene Weymouth and Thomas Guevara, Jr. to terms that would end June 30, 2016. Two applications were rejected because all provider positions are filled.

The next regularly scheduled Board meeting will be held June 4, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
