1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF MINUTES for May 20, 2020 Meeting

4. COMMISSIONERS – Committee Re-appointment (Commissioner Boice)
Reappointment of Russell Noah to the Upper Cleveland Rapids Road District Board, with a term expiration date of December 31, 2022.

5. COMMISSIONERS – Ordinance Authorizing Grant (Commissioner Freeman)
Ordinance authorizing grant to Infinity Foundation, an Oregon nonprofit corporation with start-up costs for a Community Education Building in Glide, Oregon. The grant shall be subject to such additional terms and conditions deemed appropriate. No funds shall be disbursed to Infinity until Douglas County and Infinity enter into a written grant agreement and then only according to the terms of the grant agreement. This grant is subject to Douglas County’s compliance with Local Budget Law, ORS 294305 et seq.

6. HUMAN RESOURCES – Collective Bargaining Agreement (Michael Kurtz)
Collective Bargaining Agreement between Douglas County and AFSCME Local 3742-4 (Deputy District Attorneys). Contract to include a 2% Cost of Living Allowance in each year of the contract. The terms and conditions of the agreement have been ratified by the DCLEA membership. Expiration date of June 30, 2023.

7. INFORMATION TECHNOLOGY – Contract Extension (Sean Fallon)
Ninth extension and modification of Contract #26846 between Douglas County and Intergraph Corporation for annual renewal of software used by the Assessor, Surveyor and Engineering Departments to maintain all of the County’s maps in an electronic format. Total cost of renewal is $30,072.00. Contract expires May 31, 2021.

8. INFORMATION TECHNOLOGY – Contract Agreement (Sean Fallon)
Support Services Contract #30000326 between Douglas County and StreetSaver Software used by Public Works Engineering as a pavement management system. Cost of annual renewal is $4,500.00.

9. JUVENILE DEPT. – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement between Douglas County and the State of Oregon, Department of Human Services, increasing the billable rate per child in the Residential Care Facilities by $13.70 effective April 1, 2020 to June 30, 2020 for “Special Provisions” due to the State of Emergency declared by the Governor pursuant to Major Disaster Declaration #DR4499OR.

10. MANAGEMENT & FINANCE – FY2019-20 Supplemental Budget – HEARING (Jessica Hansen)
Hearing for public to comment on 2019-20 supplemental budget. The County Schools Fund received unanticipated Secure Rural Schools funds, an adjustment of over 10%, hearing required. Summary of proposed budget changes for County Schools Fund was published on May 19, 2020.

11. MANAGEMENT & FINANCE – FY2019-20 Supplemental Budget Order (Jessica Hansen)
There is a need to increase resources and expenditures as well as a need to make adjustments in certain appropriations within General Fund, County Schools Fund, County Fair Board Fund, Health & Social Services Fund, County Forest Management Fund, Public Safety Fund, Industrial Development Fund, Title III Fund, Salmon Harbor Fund, Solid Waste Fund, Employee Benefit Trust Fund and Fleet Management Fund. Hearing held for fund that exceeded 10%.

12. PLANNING – Timber Sale Contract (Joshua Shaklee)
Timber sale contract known as Bear Gulch Reoffer #317 between Douglas County and Swanson Group MFG, LLC. Sale contains approximately 39 acres and 799,000 BF with an estimated value of $164,310., minus road construction and maintenance fees estimated at $57,350. Sale expiration date is October 15, 2020.

13. PLANNING – Contract Agreement (Joshua Shaklee)
Contract #30000319 between Douglas County and Gary Foglio Trucking for variety of road maintenance projects on Noel Ridge Road. Work not to exceed $20,000 in FY20 and not to exceed $20,000 in FY21.

14. SHERIFF – Agreement Extension (Sheriff Hanlin)
Second extension of Agreement between Douglas County and American Leadership Forum of Oregon, an Oregon non-profit corporation (ALF) to allow the Mt. Rescue Volunteers to provide outdoor leadership and climbing activities to the ALF for a rate of $35.00 per ALF participant.

15. SHERIFF –Agreement Extension (Sheriff Hanlin)
Second extension of Intergovernmental Agreement between Douglas County Sheriff Office and the City of Glendale for patrol services for FY2020-21 in the amount of $82,400.00 annually, which is an increase of $2,400.00 from the FY2019-20 agreement.

16. SOLID WASTE – Right of Way Easement (Scott Adams)
Right of way easement request for Pacific Power to install a power pole at the Myrtle Creek Transfer Station under work order #6824784.

20. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 3, 2020 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
