PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of May 20, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. HUMAN RESOURCES DEPARTMENT – Contract Award (Michael Kurtz)
Applications were received using a request for proposal process for the County’s Worker’s Compensation services. As a qualified self-insured worker’s compensation benefits program, Douglas County is required by State of Oregon rules to use a third party administrator. The Human Resources Department recommends the awarding of a contact to CorVel Corporation in the amount of $29,700.00 to be the County’s third party administrator for its Worker’s Compensation Benefits program. Contract effective dates: July 1, 2015 to June 30, 2016.

2. MANAGEMENT AND FINANCE – Amendment to Intergovernmental Agreement (Jessica Pence)
Amendment #1 to Intergovernmental Agreement #5089. Amends the terms of the agreement to retain sufficient HB3194 Justice Reinvestment funds for Douglas County to complete the contract with ADAPT, reducing program funds to Department of Corrections from $337,727.98 to $265,532.99.

3. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
First Extension of Contract with Biomass One, L.P., for sale of recycled wood waste from the Douglas County Landfill. Biomass One agrees to pay County $2.00 per bone dry ton.

4. PUBLIC WORKS DEPARTMENT – Contract Extension (Robb Paul)
Second Extension of Contract with Jack Mathis Construction, LLC, for crane service as needed. Contract amount not to exceed $50,000.00.

5. SHERIFF’S DEPARTMENT – Agreement (John Hanlin)
Agreement between the State of Oregon through the Oregon Parks and Recreation ATV Program and Douglas County Sheriff’s Office to fund two full-time Douglas County Sheriff Deputies and other part-time deputies as needed in Winchester Bay, as well as other areas used by the ATV Community. Responsibilities include Off Highway Vehicle (OHV) area patrols, campground patrols, search and rescue missions and rider education. Agreement Period: July 1, 2015 to June 30, 2017. Grant maximum reimbursement: $371,239.44 with a local match of $111,463.36 for a total Program Cost of $482,702.80.

6. SHERIFF’S DEPARTMENT –Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement with the City of Reedsport for a Citizen Emergency Response Team (CERT) program. The CERT program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills. This IGA is not a cost to either party, but identifies the process to transfer roles, responsibilities and equipment.

The next regularly scheduled Board meeting will be held June 3, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
