MINUTES of the Board meeting held on May 13, 2009
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. BID OPENING – For the purchase of three precast concrete box culverts, Tyee Road #33, Douglas County, Oregon
2. BID OPENING – Olalla Creek (Jennings) Bridge #19C245 installation of rock anchors, Road #38, Mile Post 2.85, Douglas County, Oregon
3. BID OPENING – For the purchase of a debris/watercraft barrier boom
4. ASSESSOR – Intergovernmental Agreement with Department of Consumer and Business Services, Building Codes Division (DCBS)
The Intergovernmental Agreement covers the processing of manufactured home ownership documents in the statewide LOIS system by the Assessors office and the receipt of fees & taxes by the Tax Office. The original agreement in 2005 has been extended several times. This proposed extension will run indefinitely, with a 60 day termination clause open to either Douglas County or DCBS. The IGA allows ownership transfer and the issuance of trip permits at the county instead of driving to Salem or transacting the process via mail.
5. ASSESSOR – Tax Refunds
Order refunding taxes to Udi Seaton in the amount of $436.39; Kevin Birdsell in the amount of $539.43; Harvard Medical Services LLC & Mercy Medical Center Inc. in the amount of $25,929.87
6. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment for Family Development Center- Relief Nursery
Oregon Commission on Children and Families 2007-2009 County Allocations Adjusted for Rebalance (Disappropriation) as per the Oregon Legislature. Amendment to contract #23976 for the Family Development Center – Relief Nursery. The maximum amount payable to provider during the term is $469,086 ($459,619 under contract filed 9/24/08 as per renewal/amendment files 1/18/08; and $9,467 under amendment filed 12/18/2008).
7. DINT – Amendment to Cops Meth Grant
Approval to amend the 2007 COPS Meth Grant with Parole & Probation, The Family Development Center and Douglas CARES. Transfer $25,939 in unused funds from Parole & Probation to: The Family Development Center in the amount of $21,000 and Douglas CARES in the amount of $4,939
8. JUVENILE – Grant Application for Juvenile Accountability Block Grant
Approval of grant application for a Juvenile Accountability Block Grant. The funds are being granted by the federal government and will be passed through the state in the amount of $10,000.00 for fiscal year 2009-10. This grant has been received for the previous ten fiscal years and has paid a portion of the salary for a Deputy District Attorney to prosecute juvenile delinquency cases.
9. LAND – Temporary Easement and State’s Obligation Agreement
Temporary easement being granted to the State of Oregon, Department of Transportation for use of a County owned property to be used as a work area during the State’s bridge construction project at McLain Avenue, near the main landfill. Maximum term for easement is three years. State will be paying the County $13,390 for use of the property.
10. LAND – Bargain and Sale Deeds
An oral auction of properties acquired through property tax foreclosure was conducted by the Land Department on May 21, 2009. Bargain and Sale Deeds are being issue to the following parties for parcels purchased: Kenneth and Diana Larson in the amount of $40,000; Gary DuBray in the amount of $3,000; Jeri Coon in the amount of $2,600; Michael and Linda Blocher in the amount of $2,550; Barbara and William Kutz in the amount of $66,000; Stephen and Derek Blodgett in the amount of $34,000; Rodger Allen in the amount of $23,000; Santos Ismael and Rene’ San Juan in the amount of $1,350; Rodger Allen in the Amount of $14,000: Mark and Laura Dowdy in the amount of $750; Glenda Maddux in the amount of $550 and Lance and Echo Gordon in the amount of $1,400.
11. LAW LIBRARY – Library Maintenance Agreement
Library Maintenance Agreement with West for the Law Library Print Collection. This is a three year agreement which locks us into a specific payment plan with a 5% cap on the inflation rate per year.
12. PARK AND BUILDING FACILITIES DEPARTMENT – Right –of Way Easement
Right-of Way Easement with Pacific Power to repair cable at River Forks Park.
13. PLANNING – Reappointments to Cow Creek, Elk Creek, North Umpqua and the Roseburg-Green PAC
Two membership terms on the Cow Creek PAC have expired. Clem Dewart and Vicki Howard have received recommendation for reappointment to the Cow Creek PAC from the Committee for Citizen Involvement. Two membership terms on the Elk Creek PAC have expired. Joe Coons and Chad Mast have received recommendation for reappointment to the Elk Creek PAC from the Committee for Citizen Involvement. One membership term on the North Umpqua PAC has expired. Jay Couron has received recommendation for reappointment to the North Umpqua PAC from the Committee for Citizen Involvement. Four membership terms on the Roseburg-Green PAC have expired. Mary Anne Norris, Ellen Porter, John Tarvin and Patrick Hayley have all received recommendation for reappointment to the Roseburg-Green PAC from the Committee for Citizen Involvement.
14. PLANNING – Appointments to the Callahan, Coastal and Elk Creek PAC
Five vacancies exist on the Callahan PAC. Stephanie Morgan and William Starns have applied for membership on the Callahan PAC. Stephanie Morgan and William Starns have received recommendation for appointment from the Committee for Citizen Involvement. Three vacancies exist on the Coastal PAC. Richard Davison has applied for membership on the Coastal PAC. Richard Davison has received recommendation for appointment from the Committee for Citizen Involvement. Three vacancies exist on the Elk Creek PAC. Kittie Jo Coons has applied for membership on the Elk Creek PAC. Kittie Jo Coons has received recommendation for appointment from the Committee for Citizen Involvement.
15. PUBLIC WORKS – Contract Extension
Contract extension with Forslund Crane Service, Inc. for crane service as needed. Contract not to exceed $50,000.00.
16. PUBLIC WORKS – Contract Extension
Contract extension with Biomass One for the sale of recycled material from the Douglas County Landfill. Biomass One agrees to pay Douglas County $4.00 per green ton.
17. PUBLIC WORKS – Contract with CPM Development Corporation
Contract with CPM Development Corporation, dba Egge Sand & Gravel in the amount of $314,500.00 for overlay of North Stephens Road #388, Strauss Avenue #901A and Aster Street #335K, Douglas County, Oregon.
18. PUBLIC WORKS – Contract with CPM Development Corporation
Contract with CPM Development Corporation, dba Egge Sand & Gravel in the amount of $111,000.00 for overlay of Cherokee Avenue #334A, M.P. 0.00 to 0.35, Douglas County, Oregon.
19. PUBLIC WORKS – Contract with LTM, Inc.
Contract with LTM, Inc. in the amount of $127,299.00 for overlay of Rolling Hills Road #366, M.P. 0.97 to M.P. 1.44, Douglas County, Oregon

21. MISCELLANEOUS – Exemption Certification
Certification of Exemption for certain environmental requirements in relation to the Winchester Bay Sanitary District expansion Project. This certification is a requirement of the Community Development Block Grant that is funding a portion of the project.
