4. BID OPENING – PARKS (Gary Groth)
Bid opening for boat ramp toe repairs at Amacher Park. This project includes the demolition of the boat ramp toe and installation of new cast-in-place concrete launch ramp and shoulders.

5. LAND DEPARTMENT – Lease Agreement (Gary Groth)
Lease Agreement between Douglas County, Lessor and State of Oregon, acting by and through its Department of Corrections, Lessee. Lease is effective June 1, 2016 of approximately 7,270 square feet in the Justice Building, Suite 206 and 203. Term shall continue through September 30, 2021. Total base rent of $5,000.00 per month (June 1, 2016 to September 30, 2017); and total base rent of $9,087.50 per month October 1, 2017 – September 30, 2021).

6. MANAGEMENT & FINANCE – Update Signature Card (Jessica Hansen)
Update signature card, due to name change of authorized signer to authorize project cash draws for reimbursement from the Business Oregon Community Block Grant. Signature card requires two signatures for authorization and the County has authorized three signatures to allow for adequate signature coverage.

7. PARKS – Permit of Entry (Gary Groth)
Permit of Entry to Roseburg Rotary Club who will be installing and maintaining river rescue stations at Amacher, River Forks, and Whistler’s Bend Park.

8. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Second amendment to agreement with Oregon Department of Transportation and City of Roseburg for the Interstate 5/Edenbower Blvd. and Interstate 5/Del Rio Road projects, which related to previously anticipated traffic impacts from the construction of Costco. This amendment removes County funding responsibilities and updates contract language.

9. SHERIFF – Contract (John Hanlin)
Contract with Cow Creek Band of Umpqua Tribe of Indians for patrol services on tribal lands per the scope of the contract effective June 1, 2016. Revenue: $9,400.00 (June 1, 2016 to June 30, 2016); and $163,047.00 (July 1, 2016 to June 30, 2017).

10. MISCELLANEOUS – Grant Agreement (Commissioner Boice)
The Industrial Development Board has made a grant request for $25,000.00 in efforts to rebrand Douglas County and recover from the negative image and response given when the president visited after the UCC shooting. In July there will be an Olympic event, the U.S. Olympic Team Trials – Track & Field in Eugene. Information gathered from a survey by AHM, a Eugene-based marketing company, indicates that Douglas County could bring people from that event to our area. The City of Roseburg has provided match funding for a media campaign to promote this tourism effort.

11. MISCELLANEOUS – Reappointments (Commissioner Boice)
Three vacancies exist on the Humphrey Addition Special Road District due to expired terms. Don Zinser and Ervin Curry would like to be reappointed to new terms that would expire December 31, 2018 and John Davis to a term that would expire. December 31, 2019.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held June 1, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
