CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. PUBLIC HEARING – Request for Plan Amendment, Zone change and Nonresource Determination
Valynn Currie as representative for TIMOTHY & MERYLUZ FOLEY, request on remand from LUBA: On April 15, 2010, the Planning Commission adopted Findings of Fact approving the requested Plan Amendment from Agriculture to Rural Residential – 5 Acre and Zone Change from FG to 5R based on a Nonresource Determination on a 76.21 acre parcel located off Country Hill Drive, northwest of Roseburg.
2. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on April 14, 2010, for the petition of annexation by Chief Petitioner: NORWAY DEVELOPMENT - Winchester Ridge to have property annexed into the Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.
3. HEALTH AND SOCIAL SERVICES – Lease with Yoncalla Parks & Recreation District
Lease with the Yoncalla Parks & Recreation District for Senior Center space for a new term beginning July 1, 2010 through June 30, 2011. Cost is $304.00 per month.
4. HEALTH AND SOCIAL SERVICES – Contract with CYTO SPECIALTY LABORATORY
Contract with CYTO SPECIALTY LABORATORY, INC. for laboratory services & supplies. Cost is approximately $23,000 annually.
5. INFORMATION TECHNOLOGY – Contract Extension with Intergraph Corporation
Douglas County uses Intergraph Corporation software to maintain its Graphical Information System used by the Assessor, Surveyor, and Public Works Engineering Departments. June 1, 2009 contract #25496 was signed to provide software maintenance and update service for this software. The contract provides for two 12 month extensions. This is the first extension. Total cost is $27,648.00. Intergraph is the only available provider of this service.
6. LAND – Timber Sale Contract with Swanson Group Mfg. LLC
Timber Sale Contract with Swanson Group Mfg. LLC for Douglas County’s Clear Lake Timber Sale #277. This sale is located south of Reedsport and was sold at an oral auction on April 22, 2010. The sale includes approximately 1,069,000 board feet of timber with an approximate value of $356,870. Contract expires October 31, 2011.
7. MANAGEMENT & FINANCE – Extension of Contract #19895 with Kenneth Kuhns & Co.
Second extension of contract #19895 with Kenneth Kuhns & Co. for municipal audit services. Annual fee remains the same as 2008/09 rate with no increase through the 2011/12 audit. Cost is $60,754.98 per fiscal year.
8. PLANNING – Correction Order to Amend the County Comprehensive Plan
The legal description contained in Board Order, book 278 page 588, contained an error that inadvertently included the manufacturing portion of the Sportsmen’s Cannery and Smokehouse building, in Salmon Harbor, in its description. The Order corrects the legal description as authorized in the original Quasi Judicial Plan Amendment approval.
9. PLANNING – Order to Decline Review in the Matter of an Appeal of the Planning Commission Decision
Mel Otis, Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request for an Alteration of a Nonconforming Use – 20 Year Provision to legitimize a second dwelling unit established more than 20 years ago on a 20 acre parcel located off of Lone Rock County Road No. 142, just outside the Glide Urban Unincorporated Area boundary. Planning Department File 09-033
10. PLANNING – PAC Reappointment
One membership term on the Calapooya PAC is going to expire soon. Carol Reeves has received recommendation for reappointment to the Calapooya PAC from the Committee for Citizen Involvement.
11. PLANNING – PAC Appointment
One vacancy exists on the North Umpqua PAC. Charles Spooner has applied for membership on the PAC. Charles Spooner received recommendation for appointment from the Committee for Citizen Involvement.
12. PUBLIC WORKS – Contract with Forslund Crane Service, Inc
Contract with Forslund Crane Service, Inc. for crane service as needed. Contract not to exceed $50,000.00.
13. PUBLIC WORKS – Contract with Jack Mathis Construction, LLC
Contract with Jack Mathis Construction, LLC. for crane service as needed. Contract not to exceed $50,000.00.
14. PUBLIC WORKS – First Extension of Agreement with Roseburg Refrigeration
First Extension of agreement with Roseburg Refrigeration for removal of chlorofluorocarbons (CFC’s) from appliances at the Roseburg and Reedsport landfills.
15. PUBLIC WORKS – Farm Lease Extension
Farm lease extension with Tanner Langdon for 273 acres of the Milltown Hill property.
16. PUBLIC WORKS – Lease with Susie L. Harms and John D. Brown III
Lease with Susie L. Harms and John D. Brown III for 292 acres of the Milltown Hill property.
17. PUBLIC WORKS – Order Rejecting All Bids for Bid #989
Bid #989 was opened at the Board of Commissioner’s meeting on April 21, 2010. After review of all bids, they were determined to be over budget estimates by an excessive amount.
18. MISCELLANEOUS – Order Opposing the Proposed Wilderness and Expansion of Areas for Siskiyou Crest Monument and Crater Lake National Park
Order joining Jackson, Josephine, Klamath, and Deschutes Counties in the matter of opposing the proposed wilderness and expansion of areas for Siskiyou Crest Monument and Crater Lake National Park.
19. MISCELLANEOUS – Resolution in the Matter of Safety Net Payments
Resolutions in the matter of the Federal Fiscal Year (FFY) 2010 Elections for National Forest Related Safety Net Payments, and for the FFY 2010 elections for O&C Land Related Safety Net Payments. Three elections are outlined in the resolutions: 1) election to receive the guaranteed minimum full county payment amount; 2) allocation of 15% of the county’s payment amount for expenditure on projects under Title II and Title III; and 3) of the percent allocated to Title II and Title III projects, Douglas County further allocates 8% to Title II projects and 7% to Title III projects. The resolutions also outline percentage of funds to be allocated to the various Resource Advisory Committees.
20. MISCELLANEOUS – Amended Order for Establishment of the Elk Creek Watershed Council
The Elk Creek Watershed Council was created by the Douglas County Board of Commissioners on February 13, 2002. The Board of Commissioners has determined that the oversight of the Watershed Council is no longer necessary.
21. MISCELLANEOUS – Amended Order for Establishment of the Smith River Watershed Council
The Smith River Watershed Council was created by the Douglas County Board of Commissioners on May 2, 2001. The Board of Commissioners has determined that the oversight of the Watershed Council is no longer necessary.
22. MISCELLANEOUS – Amended Order for Establishment of the Umpqua Basin Watershed Council
The Umpqua Basin Watershed Council was created by the Douglas County Board of Commissioners on March 5, 1997. The Board of Commissioners has determined that the oversight of the Watershed Council is no longer necessary.
23. MISCELLANEOUS – Discussion/Deliberation to the Housing Authority of Douglas County (HADCO)
A vacancy exists on the HADCO due to the expired term of Ernie Luna. The vacancy was advertised with Douglas County media and five applications were received.
24. MISCELLANEOUS – Reappointment to the Upper Cleveland Rapids Special Road District
A vacancy exists on the Upper Cleveland Rapids Special Road District due to the expiration of Patsy Smith’s term. The position was advertised and no applications were received. Ms. Smith would like to be reappointed to a new term which would end December 31, 2012.
