PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on May 11, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. FAIRGROUNDS – Contract Extension
First contract extension with Durham School Services for 2011 Douglas County Fair. Extends term to August 13, 2011. Original contract amount: $32,605.68.

2. HEALTH – Order Authorizing Purchase
Order authorizing purchase of solar lighting for bus shelters. The lowest responsible bid is from Eoff Electric Supply in the amount of: $74,364.90. Will be purchased using grant funds from ODOT Jobs & Transportation Act grant #26506 and ODOT Special Transportation grant #25676.

3. INFORMATION TECHNOLOGY – Contract Modification
Contract modification with Engelbrecht Communications to remove contract cap. Contractor provides microwave radio repairs for 911 Communications System at the rate of $50.00/hour with no overtime or mileage charges. Services are provided on an “as needed” basis.

4. LAND – Correction Deed
Correction Deed to Ramon Comellas and Rosa Comellas to correct a spelling error in a Bargain and Sale Deed that was signed by the Board on May 11, 2011. The Bargain and Sale Deed was for a 0.27 acre parcel of land located in the Green area. This parcel was acquired by the County as part of the Happy Valley Road extension project. Consideration of $5,000.00 has been paid in full.

5. PARK AND BUILDING FACILITIES – Memorandum of Understanding (MOU)
Memorandum of understanding between Douglas County and other state and local governments, non-profit tourism groups, and tribal governments for the coordination and cooperative planning for the Rogue-Umpqua Scenic Byway. The MOU will provide a framework between partners to develop and implement strategies for promoting tourism opportunities, maintain the intrinsic qualities of the byway, and ensure the continuity of the visitor’s experience along the byway.

6. PUBLIC WORKS – Order Authorizing Purchase of Herbicides
Order authorizing purchase of herbicides from Helena Chemical Company. Purchase is made utilizing the Oregon State Price Agreement #1406 and purchase is exempt from competitive procurement per LCRB 4.24. Cost: $48,771.20.

7. PUBLIC WORKS – Contract
Contract with Main Rock Products in the amount of $399,797.50 for furnishing and stockpiling mineral aggregates in West County area, Douglas County, Oregon.

8. PUBLIC WORKS – Contract
Contract with Beckley Excavation and Utility, Inc. in the amount of $274,350.00 for furnishing and stockpiling mineral aggregates in North County area, Douglas County, Oregon.

9. PUBLIC WORKS – Resolution
Resolution for the acquisition of real property for the construction of the Dairy Loop Bridge, County Road No. 108, Douglas County, Oregon.

10. REEDSPORT JUSTICE OF THE PEACE – Contract Extension
First extension of contract with Megan Jacquot for public defender services for the Justice Courts. Extends contract to June 30, 2012.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held May 25, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
