PROCLAMATION – Older American Month 2014 (Jeanne Wright)

MINUTES of the Board meeting held on May 7, 2014.


1. PUBLIC HEARING – Second Reading of Ordinance 2014-04-01
Ordinance amends Section 8.10.210.F of the Ambulance Service Ordinance. Effective date will be August 18, 2014.

2. COUNTY COUNSEL – Modification of Loan Agreement (Paul Meyer)
Second Modification to Loan Agreement with Safari Game Search Foundation, Inc. to reduce the interest rate on the loan to 0% effective the date the last party signs.

3. FAIRGROUNDS – Order Authorizing Purchase (Harold Phillips)
Order Authorizing Purchase of Livestock Panels and Gate Panels from Shelton Corrals. Cost: $115,778.00.

4. HUMAN RESOURCES – Contract (Michael Kurtz)
Contract with Brown & Brown Northwest for agent of record services. Cost: $40,000.00 per year, billed quarterly.

5. INFORMATION TECHNOLOGY – Contract (Kevin Potter)
Contract with Scan-IT Inc. (DocuWare provider) for document conversion to electronic format for the Health Department. Estimated cost: $132,770.00 (.085/image).

6. LAND – Lease Amendment (Gary Groth)
Lease Amendment with State of Oregon for 3,270 rentable square feet of office space located at 1036 SE Douglas, Roseburg, Oregon. Lease is amended to extend the term from July 1, 2013 through June 30, 2015. Compensation consists of mutual promises and other consideration.

7. LAND – Lease Amendment (Gary Groth)
Lease Amendment for 150 rentable square feet of office space located at 680 Fir Street, Reedsport, Oregon. Lease is amended to extend term from July 1, 2013 through June 30, 2015. Compensation consists of mutual promises and other consideration.

8. PARKS – Order Awarding Contract (Gary Groth)
Order Awarding Contract to Johnson Rock Products, Inc. for the boat ramp toe replacement project at River Forks Park. Cost: $38,049.00.

9. PARKS – Order Awarding Contract (Jim Dowd)
Order Awarding Contract to Steve Songer Construction for the Oregon State Police Project – Storage. Cost: $120,445.57.

10. PUBLIC WORKS – Contract Extension (Robb Paul)
Eighth Contract Extension with Umpqua Research to provide landfill monitoring analyses. Extends Contract to June 30, 2015.

11. PUBLIC WORKS – Contract (Robb Paul)
Contract with LTM, Inc., dba Knife River Materials in the amount of $281,061.00 for paving of Riverside Drive, North Myrtle Road and Division Street, Douglas County. Cost: $281,061.00.

12. SHERIFF – Lease Amendment (John Hanlin)
Lease Amendment with Rex Morningstar for Glendale Office Space. Cost: $365.00 per year.

13. MISCELLANEOUS – Reappointment to Special Road District (Commissioner Laurance)
A vacancy exists on the Terrace Drive & Upper Terrace Lane Special Road District due to the expired term of Dennis Bragg. Mr. Bragg would like to be reappointed to a new term that will end December 31, 2015.



The next regularly scheduled Board meeting will be held May 21, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
