Hearing for Annexation of property and “Order Incorporating Territory” to the Tiller Rural Fire District. Chief Petitioner: WILLIAMS & JENNER. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

9. JUSTICE COURTS – Assignment of Contract
Assignment of contract for public defender services for the Justice Courts. The current attorney providing defender services to the Justice Courts has joined a firm. The assignment delegates duties from attorney to entire firm.

10. HEALTH AND SOCIAL SERVICES – Lease with City of Winston
Lease with the City of Winston for Senior Center space for a new term June 30, 2010 through June 30, 2011. Cost is $473.00 per month.


11. HEALTH AND SOCIAL SERVICES – Lease with Special People’s Depot of Glendale
Lease with Special People’s Depot of Glendale for Senior Center space for new term June 30, 2010 through June 30, 2011. Cost is $445.00 per month.

12. HEALTH AND SOCIAL SERVICES – Order Authorizing Purchase of Transit Van
Order authorizing the purchase of one (1) wheelchair accessible mini-van from Schetky NW Sales, Inc. for the City of Reedsport Dial-A-Ride. Purchase is made under Oregon State Contract #9703 and is exempt per LCRB rule 4.24. Funding received via ODOT Grant Agreement #26060 which is Section 5310 funding. 10.27% required match is funded by Special Transportation Funding. City of Reedsport will be the owner/operator. Cost is $39,433.00.

13. LAND – Lease with Canyonville LLC
Lease with Canyonville LLC for office space for the Canyonville Branch of Douglas County Health and Social Services. Term of lease is June 1, 2010 through May 31, 2013. Rent is $1,028.56 per month for the first year, $1,049.13 per month for the second year, and $1,070.11 per year for the third year.

14. LAND – Lease with Canyonville LLC
Lease with Canyonville LLC for office space for the Canyonville Justice Court. Term of lease is June 1, 2010 through May 31, 2013. Rent is $1,028.56 per month for the first year, $1,049.13 per month for the second year, and $1,070.11 per month for the third year.

15. LAND – Timber Sale Contract
Timber sale contract with Scott Timber Co. for Douglas County’s Joyce Creek Timber Sale #281. This sale is located northeast of Reedsport and was sold at an oral auction on April 22, 2010. The sale includes approximately 675,000 board feet of timber with an approximate value of $189,735.00. Contract expires October 31, 2011.

16. PLANNING – Order to Decline Review in the Matter of an Appeal to the Planning Commission
Gloria Jones, Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request for a Second Farm Related Dwelling for an immediate family member, “Relative Dwelling,” on a 117.90 acre parcel located on Hubbard Creek County Road No. 6B, in Umpqua. Planning Department File 09-065.

17. **POSTPONED** MISCELLANEOUS – Order Opposing the Proposed Wilderness and Expansion of Areas for Siskiyou Crest Monument and Crater Lake National Park
Order joining Jackson, Josephine, Klamath, and Deschutes Counties in the matter of opposing the proposed wilderness and expansion of areas for Siskiyou Crest Monument and Crater Lake National Park.

18. **POSTPONED** MISCELLANEOUS – Bargain and Sale Deed to Phoenix School
Deed to Phoenix School of five acres of vacant land between the school and Douglas Avenue.

19. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Solid Waste Advisory Committee (SWAC)
A vacancy exists on the SWAC due to the resignation of William Michel. The position was advertised with local media and two applications were received. At the April 29, 2010 meeting of the SWAC, a motion was made to recommend the appointment of Allison “Chip” Clough.

20. MISCELLANEOUS – Reappointment to the Springbrook Special Road District.
Two vacancies exist on the Springbrook Special Road District due to expired terms of Holly Burton and James Mitchell. The positions were advertised with Douglas County media and no applications were received. Holly Burton and James Mitchell would like to be reappointed to a three year term.

21. MISCELLANEOUS – Appointment to the Employee Benefit Committee
A vacancy exists on the Employee Benefit Committee due to the retirement of Betty Brown who represents the Health and Social Services Department. Peggy Kennerly recommends the appointment of Ken Morby to fill the vacant position. It is also recommended that Paula Belloir be appointed as an alternate for Dana Epperly who represents Public Works.

The next regularly scheduled Board of Commissioners meeting will be held May 19, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
