SPECIAL PRESENTATION – United Way (Bryan Trenkle and Shawn Ramsey-Clark

MINUTES of the Board meeting held on April 30, 2014.


1. BID OPENING – Public Works (Robb Paul) For slurry seal of Green District Streets, Douglas County, Oregon.

2. BID OPENING – Parks (Gary Groth) for boat ramp toe replacement at River Forks Park

3. PUBLIC HEARING – Order Approving Modification of Rates (Robb Paul)
Public Hearing and Order approving modification of rates for solid waste collection service provided by Sutherlin Sanitary Service LLC.

4. PUBLIC HEARING – For Approval of Easement Agreement (Gary Groth)
Nonexclusive Easement Agreement between Douglas County and Matthew A. and Sasha M. Ringen. Agreement grants to Ringen, a nonexclusive easement across Cavitt Creek Park as shown in Exhibit A of the Easement for road purposes only, and for access to the Ringen property located at 464 Cavitt Creek Road, Glide, Oregon. Use shall be limited to residential purposes only.

5. PUBLIC HEARING – For Approval of Easement Agreement (Gary Groth)
Permanent Easement between Douglas County and Treva Anderson. Agreement grants to Anderson, a perpetual nonexclusive easement on, over and across a portion of property owned by Douglas County located on Medford Avenue described in Exhibit A of the Easement. Easement is given to relocate an existing access road across Douglas County Property.

6. COMMUNICATIONS – Agreement (John Hanlin)
Five year Agreement with the City of Sutherlin for police dispatching services. Revenue: $94,941.44 annually ($23,735.36 quarterly) to the County for the 1st year, with a 2-5% annual increase.

7. COMMISSION ON CHILDREN & FAMILIES – Contract Amendment (Gillian Wesenberg)
Contract Amendment to increase funding for Healthy Start Intensive Services by $1,353.00. The total amount payable for the initial term of July 1, 2013 through June 30, 2014 is not to exceed $153,193.00. The funds are from Medicaid and administered by the State Early Learning Division.

8. COUNTY COUNSEL – Grant Contract (Paul Meyer)
Grant Contract with ADAPT for early intervention, prevention, and treatment services for alcohol and drug abuse for Fiscal Year 2014-15. Paid from State of Oregon 2145 pass thru funds.

9. LAND – Lease Agreement (Gary Groth)
Lease Agreement with Rex Morningstar for office space for the Glendale Justice Court located at 222 Gilbert Avenue, Glendale, OR. Lease is from July 1, 2014 through June 30, 2017. Cost: $550.00 per month.

10. LAND – Bargain & Sale Deed (Gary Groth)
Bargain and Sale Deed to Cow Creek Band of Umpqua Tribe of Indians of a 1998 tax foreclosed property on Dillard Farms Road for the consideration of $2,000.00. Douglas County conveys all rights, title and interest and is sold AS IS and WITH ALL FAULTS AND DEFECTS. Notice of this sale was published in the News-Review on April 17th and 24th, 2014.

11. PARKS – Grant Agreement (Gary Groth)
Douglas County Parks Department has been awarded an Oregon State Marine Board grant for the River Forks Boating Facility improvement. The project includes the repair of the boat ramp toe and other improvements. Estimated cost of the project is $45,000.00. Total grant award amount is $27,000.00.

12. PUBLIC WORKS – Contract Extension (Robb Paul)
Contract extension with Roseburg Refrigeration for removal of Chlorofluorocarbons from refrigerated units at Roseburg and Reedsport Transfer Sites in the amount of $45.00 per man hour.

13. PUBLIC WORKS – Contract Extension (Robb Paul)
Third Contract extension with Pickets Engineering, L.L.C. for engineering and hydrogeological services at the Reedsport and Roseburg Landfill.

14. PUBLIC WORKS – Order Authorizing Purchase (Robb Paul)
Order authorizing the purchase of eight (8) twenty cubic yard recycle roll-off containers from WasteQuip, LLC under the National Joint Powers Alliance contract. Douglas County is authorized to purchase from the NJPA contract and is exempt from competitive bidding. Cost: $58,248.00.

15. PUBLIC WORKS – Contract (Robb Paul)
Contract with LTM, Inc. dba Knife River Materials in the amount of $980,812.50 for paving and reconstruction of Old Highway 99N, County Road #388, mile post 6.42 to mile post 9.45, Douglas County, Oregon.

16. PUBLIC WORKS – Contract Extension (Robb Paul)
First Contract Extension with Jack Mathis Construction, LLC, for crane service as needed. Contract amount not to exceed $50,000.00.

17. SHERIFF – Grant Amendment (Wayne Stinson)
Emergency Management Performance Grant Amendment. Increases our award from $103,778.00 to $106,319.00 and allows us to recover $2,541 for 25% share of the cost of a new copy machine.



The next regularly scheduled Board meeting will be held May 14, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
