PROCLAMATION – Historic Preservation Month – Betty Mack

MINUTES - Approval of the Minutes of April 29, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BUILDING FACILITIES – Amendment of Intergovernmental Agreement (Kevin Potter)
This Amendment is to null and void the IGA between County and State, entered into on March 18, 2015. The purpose was to enable State to reimburse County for its costs to conduct a preliminary architecture and engineering study for a Single Security entry project. State no longer wishes to proceed with this project. No costs have been incurred by the County.

2. HUMAN RESOURCES DEPARTMENT – Contract Extension (Michael Kurtz)
The contract is with Brown and Brown Northwest to be the Agent of Record for Health Benefits for Douglas County. The Human Resources Department recommends an extension of a contract between Douglas County and Brown and Brown Northwest to expire on March 31, 2016. Contract amount: $30,000

3. LAND DEPARTMENT – Lease Amendment (Gary Groth)
Lease Amendment to State of Oregon for 3,270 rentable square feet of office space located at 1036 SE Douglas Avenue, Roseburg, OR 97470. Lease is amended to extend term from July 1, 2015 through June 30, 2017.

4. LAND DEPARTMENT – State Offer and Warranty Deed (Gary Groth)
ODOT submitted an offer to purchase 2,841 square feet of property adjacent to the Harvard Avenue right-of-way located on the County’s ownership of 621 W. Madrone Street. ODOT is planning to improve traffic flow in the area by repositioning the bus stop structure away from Harvard Avenue and constructing a turnout so that a bus can pull off and stop without blocking Harvard Avenue traffic. Purchase price is $31,700.

5. MANAGEMENT AND FINANCE DEPARTMENT – Memorandum of Agreement (Jessica Pence)
Memorandum of Agreement between Douglas County, Oregon Health Authority and GOBHI to return unexpended Mental Health program funds in the amount of $1,638,313.96.

6. PUBLIC WORKS DEPARTMENT – Order Accepting Completion of Contract (Robb Paul)
Order Accepting Completion of the Contract for Hauling & Stockpiling Chip Seal Aggregate, Douglas County, Oregon. The contract has been completed and all requirements have been met. Laskey-Clifton Corporation in the amount of $164,550.49.

7. SHERIFF’S DEPARTMENT – Communications Services Agreement (John Hanlin)
One year Agreement with City of Sutherlin Volunteer Fire Department for Fire Dispatching Services. Revenue in the amount of $981.52. Term Dates: 7/1/15 to 6/30/16.

8. SHERIFF’S DEPARTMENT – Extension of Intergovernmental Agreement (John Hanlin)
Extension of Intergovernmental Agreement with the City of Winston for Housing Inmates in Douglas County Corrections. Revenue: $84.91 per prisoner per day.

9. MISCELLANEOUS – Loan Agreement with City of Sutherlin (Commissioner Boice)
Loan Agreement with City of Sutherlin for $5,000. Loan to be used to help fund the City’s Business Recruitment and Site Marketing Plan.

10. MISCELLANEOUS – Reappointment/Appointments to the Solid Waste Advisory Committee (Robb Paul)
Three vacancies exist on the Solid Waste Advisory Committee due to two expired terms and one resignation. The positions were advertised with Douglas County media and four applications were received. The committee recommends the reappointment of Sam Gardner to a new term ending January 1, 2018. The committee further recommends the appointment of Ellen Porter to a term that ends January 1, 2018 and Jess Terrel to fulfill a term ending January 1, 2016.

The next regularly scheduled Board meeting will be held May 13, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
