5. PUBLIC HEARING – Formation of the Douglas County Library District (Paul Meyer)
First public hearing on the formation of the Douglas County Library District, including territory in all cities except Sutherlin and Elkton. The Board will hear testimony and receive written comment on formation, including economic feasibility, permanent tax rate limit of $.044 per $1000 of assessed value, and whether the territory to be included could be benefitted by formation of the district. All interested persons may appear and be heard.

6. ASSESSOR – Tax Refund (Roger Hartman)
Tax Refund in the amount of $6,115.00 to Harold Ball/Orenco Systems.

7. ASSESSOR – Tax Refund (Roger Hartman)
Tax Refund in the amount of $27,533.62 to Fred Wahl.

8. BUILDING FACILITIES – Contract (Kevin Potter)
Contract with Floor’s by Design for flooring for Room 105 of the Courthouse. Contract is not to exceed $32,131.31.

9. PUBLIC WORKS – Contract Extension (Robb Paul)
Contract Extension with Biomass One for sale of recycled wood waste from the Douglas County Landfill. Biomass One Agrees to pay Douglas County $2.00 per bone dry ton.

10. PUBLIC WORKS – Contract Extension (Robb Paul)
Contract Extension with Roseburg Refrigeration Mechanical Contractors for removal of chlorofluorocarbons from refrigerated units at Roseburg and Reedsport Transfer sites in the amount of $46.95 per man hour.

11. PUBLIC WORKS – Contract Extension (Robb Paul)
Fifth Contract Extension with Pickets Engineering, LLC to provide engineering and hydrogeologic services for Roseburg and Reedsport Landfills.

12. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Second amendment to Intergovernmental Agreement with Oregon Department of Transportation for the Interstate 5: Del Rio Road/Winchester Interchange project.

13. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with Oregon Office of Emergency Management for FEMA disaster relief funding for Disaster #4258-DR-OR which occurred December 6 through 23, 2015. Damage sites included landslide at Roseburg Landfill and road damage at Milepost 6.47 on North Myrtle Road. The Project cost and funding levels are to be determined.

14. MISCELLANEOUS – Order (Paul Meyer)
Order delegating authority to sign closing documents relating to sale to McFarland Cascade holdings and Shelby County Forest Products.

15. MISCELLANEOUS – Grant Agreement (Chris Boice)
The Wildlife Safari has made a match grant request for $20,000 to the Douglas County Industrial Development Board to expand their parking lot to address the parking shortage that has become critical in serving the Safari’s 186,000 annual visitors and various events. The Industrial Development Board recommends to the Board of Commissioners to award the grant request.

16. MISCELLANEOUS – Reappointments (Commissioner Boice)
Vacancies will exist on the CCD Business Development Corporation due to expiring terms. The positions are specific to certain professions. It is recommended to reappoint the following: Charmaine Vitek (Business), Sean Negherbon (Government), Twila Rae Van Loon (Business), Ron Doan (Economic Development), Drucilla Chapman (Financial), Joel Hooper (Financial), Carl Patenode (Economic Development) and Chris Boice (Douglas County Commissioner) to new terms that will end May 31, 2017.

19. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held May 11, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
