1. PLEDGE OF ALLEGIANCE

6. PUBLIC HEARING -- Formation of Predator Damage Control District (Paul Meyer/Patricia Hitt)
A Public Hearing will be held in order to receive testimony concerning the formation of a Predator Damage Control District. Chief Petitioners: Ron Hjort, Oakland and Dan Dawson, Roseburg.

7. ASSESSOR – HCP SH ELP3 Properties/Brookdale Senior Living, R61288 (Roger Hartman)
Tax refund over $2,500.00 due to BoPTA order on Petition No. 78.

8. ASSESSOR – Oregon Pacific Bank Tax Refund on R121775 (Roger Hartman)
Tax refund over $2,500.00 due to BoPTA order on Petition No. 80.

9. BUILDING FACILITIES – Grant Agreement (Kevin Potter)
Grant agreement between State of Oregon Judicial Department (OJD) and Douglas County. OJD will grant to Douglas County $800,000 in funding for the installation of various safety improvements and enhancements within the State Courts offices and courtrooms, and the replacement of failing water lines in the Justice Building.

10. COMMISSIONERS – Order of Reappointment (Commissioner Boice)
The Douglas County branch of the Coos, Curry, and Douglas (CCD) Board of Directors requests reappointment of its members. Member terms for this committee expire annually on May 31st. New terms expiration will be 05/31/2018.

11. COMMISSIONERS – Intergovernmental Agreement (Commissioner Freeman)
Intergovernmental Agreement between Douglas County and Douglas County Fire District #2 to provide fire suppression services to County at the Douglas County Landfill on an as needed basis upon the call of County.

12. COUNTY COUNSEL – Ordinance Adoption 2017-04-01 (Paul Meyer)
Second Reading of Ordinance No: 2017-04-01. This ordinance renumbers the Truck Route Ordinance from Chapter 10.08 to Chapter 10.12 in order to not conflict with the Parking and Towing Ordinance. First Reading was held on 4/19/2017 with an effective date of 8/03/2017.

13. DISTRICT ATTORNEY – AEAP Grant Agreement (Rick Wesenberg)
This grant is to fully fund a new Victim Advocate to work with the primary, secondary and community victims from the tragedy of the UCC event. The grant period is for 10/1/15 - 01/31/18.

14. SHERIFF’S DEPARTMENT – Interface Agreement (Sheriff John Hanlin)
Agreement between Douglas County and Metro West/Bay Cities install an interface between the Douglas County 911 computer aided dispatch software (EIS) and Metro West/Bay Cities Ambulance’s Zoll reporting software for information transfer. Douglas County will agree to purchase an interface which allows the two systems to work together. Metro West/Bay Cities Ambulance agrees to reimburse for the initial purchase and an annual maintenance fees as per the agreement.

15. SOLID WASTE – Grant Agreement (David Bebak)
Solid Waste Department applied for grant money to study the feasibility of expanding recycling in Douglas County. The Grant Agreement is between the State of Oregon, acting by and through its Department of Environmental Quality (DEQ) and Douglas County. Total grant amount: $37,000.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held May 10, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs. Send a money order to: Douglas County Information Technology, 1036 SE Douglas, Room 123, Roseburg, OR 97470. Please include dates of requested dvd's or cd's and shipping address.
