MINUTES of the Board meeting held on April 25, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Public Works (Robb Paul)
Overlay of Tiller Trial Hwy & N. Main Street County Road #1, M.P. 2.14 to M.P. 3.46, Douglas County, Oregon.

2. JUVENILE – Amendment (Aric Fromdahl)
The Coastal Center provides psychological and social sexual evaluations for the Department. The purpose of the amendment is to modify “Exhibit 1” due to changes in the rate schedule that is established by the Oregon Youth Authority (OYA).

3. MANAGEMENT AND FINANCE – Incentive Program (Richard Arrow)
Approval of the Early Separation Incentive Program.

4. MANAGEMENT AND FINANCE – Supplemental Budget (Richard Arrow)
Supplemental budget adjustments as detailed in memo to the Board dated April 23, 2012.

5. PUBLIC WORKS – Intergovernmental Agreement with ODOT (Robb Paul)
Intergovernmental Agreement with Oregon Department of Transportation for OR 99 paving in Canyonville.

6. SHERIFF – Contract (John Hanlin)
Patrol services contract with City of Canyonville. Revenue to County $162,040.58.

7. SHERIFF – Contract (John Hanlin)
Patrol services contract with City of Drain. Revenue to County $118,432.00.

8. SHERIFF – Contract (John Hanlin)
Patrol services contract with City of Glendale. Revenue to County $45,737.25.

9. SHERIFF – Contract (John Hanlin)
Patrol services contract with City of Riddle. Revenue to County $130,727.55.

10. SHERIFF – Contract (John Hanlin)
Patrol services contract with City of Yoncalla. Revenue to County $15,835.00.

11. SHERIFF – Agreement (John Hanlin)
Cooperative Law Enforcement Agreement and Annual Operating Plan with Forest Service. Patrol all Forest Service Roads for Diamond Lake and Lemola Lake areas.
Revenue to County $54,500.00.

12. MISCELLANEOUS – Appointment to Senior Services Advisory Council
Several vacancies exist for the Senior Services Advisory Council that require specific region and skills. Vacancies were advertised with Douglas County media and one application was received for position #16 representing Educational and Spiritual. The Council recommends Lia Katz for this position for a term ending June 30, 2013. Recruitment continues to fill the remaining positions.

13. MISCELLANEOUS - Resolution
Resolution in the matter of authorizing withdrawal from the Association of O&C Counties special advocacy fund.

14. MISCELLANEOUS – Notice of Public Hearing
Notice of Public Hearing on a petition to annex property into the Douglas County Livestock District. Petitioners are Linda M. Brock and Marlene R. Davenport. The 160 acre parcel is located in the Tiller area. The hearing will be held on June 6, 2012.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held May 9, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
