MINUTES of the Board meeting held on April 23, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY



1. BID OPENING – Fairgrounds (Harold Phillips) For Livestock Panels and Gate Panels at the Fairgrounds

2. BID OPENING – Public Works (Robb Paul) For paving of Riverside Drive, North Myrtle Drive, North Myrtle Road and Division Street, Douglas County, Oregon.

3. PUBLIC HEARING – First Reading of Ordinance No. 2014-04-01 (Peggy Madison)
First Reading of Ordinance amending Section 8.10.210.F of the Ambulance Service Ordinance. Second reading will take place on May 14, 2014.

4. PUBLIC HEARING – Fiscal Year 2013/14 Supplemental Budget (Jessica Pence)
Public Hearing to increase revenues and expenditures in the County Schools Fund.

5. MANAGEMENT & FINANCE – Order Adopting the Fiscal Year 2013/14 Supplemental Budget (Jessica Pence)

6. ASSESSOR & TAX – Property Tax Refunds (Ali Vincent-lough)
Property Tax Refunds to the following: Chapman & Chapman Investment ($10,709.59); Oak Acre Farms, Inc. ($5,180.11); Danoff, Paul R & Kim L. Trs ($10,729.63).

7. PLANNING – Consideration to Hear or Decline Review of Appeal (Keith Cubic)
On March 20, 2014 the Planning Commission adopted Findings of Fact and Decision approving the Pacific Connector Gas Pipeline request for a Major Amendment to a previously approved request to construct a new gas pipeline in the County’s CZMA. The approved Major Amendment removes a condition limiting the pipeline to import only and adds conditions addressing public safety issues; the decision was appealed.

8. SHERIFF – Amendment to Contract with Consolidated Food Management (John Hanlin/Aric Fromdahl)
The Amendment will bring the Juvenile Department in compliance with the requirements set forth in federal school lunch program regulations administered by the Department of Education. Changes the Contract date from 6/30/16 to 6/30/14 so DOE can review the Juvenile Department program annually, and allows for a maximum of four one-year renewals of the Contract thereafter.

9. MISCELLANEOUS – Reappointments to CCD Business Development Board (Commissioner Morgan)
Nine vacancies will exist on the CCD Board due to terms that will expire on May 31, 2014. Gary Crowe has resigned and his position will be filled at a later date. The Board would like to reappoint Dave Sabala, Sean Negherbon, Roan Doan, Cindy Kent, Joel Hooper, Carl Patenode and Susan Morgan to new terms that would end May 31, 2015.

The next regularly scheduled Board meeting will be held May 7, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
