MINUTES of the Board meeting held on April 21, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING
Bid opening for the overlay of Wilbur Road, County Road #31 from mile post 0.00 to 2.17, Douglas County, Oregon.

2. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: MORGAN. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

3. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: MEHLMAUER. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

4. COMMUNICATIONS – Modification of Contract #25911
Modification of Contract #25911 with Engelbrecht Communications to increase contract cap to “not to exceed $50,000”. Contractor provides microwave radio repairs for 911 Communications System at the rate of $50 per hour with no overtime or mileage charges.

5. COMMUNICATIONS – Intergovernmental Agreement Establishing a 7-County Regional Interoperable Radio System
The 7-County Agreement is a cooperative intergovernmental agreement between Douglas County and the counties of Benton, Coos, Curry, Josephine, Lane and Linn. It concerns the ownership and operation of an interoperable emergency and law enforcement radio system in the seven counties that consists of a digital microwave radio backbone, a VHF radio repeater system, and a master switch. There should be no cost to Douglas County at this time.

6. INFORMATION TECHNOLOGY – Order Authorizing Purchase of Inline Power Battery Back-Up System
Order authorizing purchase of inline power battery back-up system from Eaton Corporation to provide secure back-up of County’s data. Cost is $32,392.50; funding through Homeland Security Grant #09-223.

7. LAND – Forest Stand Improvement Contract
Forest Stand Improvement Contract with Professional Reforestation of Oregon for thinning work on 169 acres of County owned forest land near Reedsport. Bid price is $99.48 per acre, for a total of $16,812.12

8. PARK AND BUILDING FACILITIES – Contract with Otis Elevator Co.
RFQ #979 was opened on February 24, 2010 by the Board of Commissioners. The lowest responsible bid was received from Otis Elevator Company. Final contract documents were delayed due to clarification of several issues. Cost is $32,856.00 per year.

9. PUBLIC WORKS – Cooperative Improvement Agreement with Oregon Department of Transportation (ODOT)
Cooperative improvement agreement with ODOT for Interstate 5: Del Rio Road/Winchester Interchange. ODOT will pay Douglas County $7,000,000.

10. SHERIFF – Agreement with City of Yoncalla
Agreement with the City of Yoncalla to provide police services. City of Yoncalla will pay Douglas County $15,205.59 per year.

11. SHERIFF – Modification of Intrado Contract
Modification to the contract with Intrado which is the mass notification system. The modification will include no capping of payment to contractor and that the renewal of the contract will automatically renew every year.

12. SHERIFF – Contract with Camas Valley School District
Contract with Camas Valley School District to provide part-time law enforcement services. Revenue for service is $12,306.46 per year.

13. SHERIFF – Agreement with Conmed
Agreement with Conmed to provide medical services to the corrections facility inmates. Cost to Douglas County is $65,573.50 per month.

14. SHERIFF – Agreement with City of Myrtle Creek
Agreement to house corrections facility inmates from the City of Myrtle Creek. City of Myrtle Creek will pay Douglas County $70 per inmate per day.

15. SHERIFF – Memorandum of Understanding Between Douglas County and the Department of Agriculture
Memorandum of Understanding between Douglas County and Oregon Department of Agriculture to provide Douglas County with equipment in the event of a disaster where animals need to be sheltered.

16. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Planning Commission
The Planning Commission has a vacancy due to the expired term of Rich Raynor. The vacancy was advertised with Douglas County media and four applications were received for consideration of appointment.

The next regularly scheduled Board of Commissioners meeting will be held May 5, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
