PROCLAMATION – Community Action Month
MINUTES of the Board meeting held on April 18, 2012
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. ASSESSOR – Grant (Susan Acree)
Request to adopt the County Assessment Function Funding Assistance (CAFFA) program. CAFFA assists in financing of the assessment and taxation costs resolution for the upcoming FY as adequate funding of A&T functions providing financial support toward compliance with mandated services.
2. HUMAN RESOURCES – Second Extension (Jim Bruce)
Second extension with Wells Fargo Insurance for agent of record for health care services until January of 2013.
3. LAND – Modification (Gary Groth)
Modification to the existing ARRA Hazardous Fuels Reduction Grant between Douglas County and the Oregon Department of Forestry. The grant amount will be increased from $55,600 to $85,600; the grant termination date will be extended from February 28, 2012 to December 31, 2012; and the target treatment acres will be increased by 150 acres to a total of 698 acres.
4. LAND – Quitclaim Deed (Gary Groth)
Quitclaim Deed conveying Douglas County’s interest in a 0.32 acre parcel (R63747) located in Ash Valley back to the State of Oregon. At a later date, the parcel will be conveyed back to Douglas County with updated reversionary language that allows the property to be used by the County’s Public Works Department.
5. PUBLIC WORKS – Order (Robb Paul)
An order setting rates for purchase of water, Galesville project, adding agricultural use other than irrigation in the amount of $100.00 for the first two acre feet and $50.00 for each additional acre foot.
6. MISCELLANEOUS – Appointment to Housing Authority Board
Two vacancies exist on the Housing Authority of Douglas County Board due to the expired term of Stuart Liebowitz and the resignation of Shannon Gammie. The vacancies were advertised with the Douglas County media and three applications were received.

9. ADJOURNMENT -- of the business meeting of the Douglas County Board of commissioners, and Convening as the Governing Body of the Douglas County 4-H Master Gardener and Extension Service District
Resolution appointing budget members of the Douglas County Budget Committee to serve concurrently as the Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District. If appointed, Bill Leming will serve a term ending June 30, 2012; Mike Winters will serve a term ending June 30, 2013 and Sandra Jackson will serve a term ending June 30, 2014.
The next regularly scheduled Board meeting will be held May 2, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
