MINUTES of the Board meeting held on April 03, 2013, and April 17, 2013


1. BID OPENING – For Paving of Glendale Valley Road, Azalea-Glen Road, and Rueben Road, Douglas County, Oregon (Cody Smith)

2. BID OPENING – For Slurry Seal of Tri City Streets, Douglas County, Oregon (Cody Smith)

3. COMMUNICATIONS – Agreement with the City of Roseburg (John Hanlin)
Agreement with the City of Roseburg for police and fire dispatching services. Cost: $415,711.10 annually to the County for the 1st year with a 2-5% increase in the following years.

4. COMMUNICATIONS – Agreement with Winston-Dillard Fire & Ambulance (John Hanlin)
Agreement with Winston-Dillard Fire & Ambulance for dispatching services. Cost: $21,397.05 annually with a 2-5% increase in the following years.

5. HEALTH AND SOCIAL SERVICES – Intergovernmental Agreement (Peggy Madison)
Intergovernmental Agreement with Oregon DHS Office for Vocational Rehabilitation Services.

6. HEALTH AND SOCIAL SERVICES – Order of Delegation (Peggy Madison)
Delegation of Authority to Peggy Madison to approve billing agreements and trading partner agreements related to the billing agreements.

7. PLANNING – Order Affirming the Decision of the Planning Commission (Keith Cubic)
Order affirming the decision of the Planning commission in the SCHULZ request for a Plan Amendment and Zone Change.

8. PLANNING – Order Delegating Authority (Keith Cubic)
Order delegating authority to the Douglas County Senior Environmental Health Specialist to act in the capacity of Hearings Officer to hear request for Outdoor Mass Gatherings.

9. PUBLIC WORKS – Contract Award (Cody Smith)
Contract with Wildish Construction Company in the amount of $164,765.00 for paving of NE Stephens Street, Taft Drive, and Pioneer Way, Douglas County, Oregon.

10. SHERIFF – Intergovernmental Agreement Extensions with the Cities of Glendale, Drain, and Riddle (John Hanlin)
Intergovernmental Agreement Extensions with the Cities of Glendale ($46,698.00), Drain ($119,282.00) and Riddle ($133,473.00) for Douglas County law enforcement services for the fiscal year July 1, 2013 to June 30, 2014.

11. SHERIFF – Contract Extension (John Hanlin)
Ninth Contract Extension with the City of Sutherlin for the housing of inmates. Cost: $77.00 per inmate per day.

12. ADJOURNMENT -- of the Business meeting of the Douglas County Board of Commissioners, and Convening as the Governing Body of the Douglas County 4-H Master Gardener and Extension Service District
Resolution appointing budget members of the Douglas County Budget Committee to serve concurrently as the Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District. If appointed, Bill Leming will serve a term ending June 30, 2015; Mike Winters will serve a term ending June 30, 2013 and Sandra Jackson will serve a term ending June 30, 2014.



The next regularly scheduled Board meeting will be held May 1, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
