PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of April 15, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEALTH DEPARTMENT – Contract (Dawnelle Marshall)
This is a new consulting Contract to assist with work plans for the Tobacco Prevention and Healthy Communities programs under the Local Public Health Contract. There is no County General Fund required.

2. PUBLIC HEALTH DEPARTMENT – Local Match Payment (Dawnelle Marshall)
Requests authorization to pay the Local Match dollars to be held at the State level for the Babies First and CaCoon Programs. Local Match amount: $40,000.00.

3. INFORMATION TECHNOLOGY DEPARTMENT– Contract Extension (Kevin Potter)
Contract Extension for the annual maintenance renewal of the automated Geographic Information System (GIS) software package from Intergraph Corporation, Inc. The annual FY1516 renewal cost in the amount of $32,964.00 is budgeted for and paid by the assessor, Surveyor and Engineering Departments.

4. JUVENILE DEPARTMENT – Amended Intergovernmental Agreement (Aric Fromdahl)
Amendment to Intergovernmental Agreement between the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County for placement of youth in the Douglas County Juvenile Detention Center’s Youth Care Center. Revenue: Increases reimbursement for treatment beds by $50,000.

5. PLANNING DEPARTMENT – Delegation of Authority Report for First Quarter of 2015 (Keith Cubic)

6. PLANNING DEPARTMENT – Historic Preservation Fund Agreement (Keith Cubic)
Douglas County proposes to enter into agreement with the State of Oregon Parks and Recreation Department, to receive funding of a portion of the County’s Historic Preservation program. This agreement would allow $11,685 grant funds to be received, with $11,685.00 in Match funds.

7. SENIOR SERVICES DEPARTMENT – Contract (Jeanne Wright)
This is a Modification to Contract with YMCA of Douglas County to provide Evidence Based Classes to Seniors referred by County Senior Services. Modification adds participation by Roseburg YMCA, the Enhanced Fitness Program and adds $10,000.00 of additional funds. Term Dates: August 13, 2014 to June 30, 2015.

8. SHERIFF’S DEPARTMENT – Annual Report (John Hanlin)

9. SHERIFF’S DEPARTMENT – Contract Extension (John Hanlin)
Eleventh Extension of Intergovernmental Agreement with the City of Myrtle Creek for Housing Inmate in Douglas County Corrections. Revenue: $84.91 per prisoner per day.

10. SHERIFF’S DEPARTMENT – Contract Extension (John Hanlin)
Eleventh Extension of Intergovernmental Agreement with the City of Roseburg for Housing Inmate in Douglas County Corrections. Revenue: $84.91 per prisoner per day.

11. SHERIFF’S DEPARTMENT – Modification of Intergovernmental Agreement (John Hanlin)
Modification of Intergovernmental Agreement with USDA, Forest Service. The Forest Service agrees to pay the County $54,500.00 for one deputy to provide patrols in the Diamond Lake Ranger District. Revenue from USFS/Cooperative Law Enforcement Agreement: $54,500.00.

12. MISCELLANEOUS – Request for Reappointment and Appointment Senior Services Advisory Council. (Jeanne Wright)
As a result of County-wide recruitment and advertisement, six applications were received. Three applications are for Reappointments and three are new member Appointments. Recommend Reappointments of Rene Charest, Lia Katz and Bill Schnautz to terms expiring 6/30/2016. New Appointments of John Campbell to a term expiring 6/30/2018; Janice Franklin to a term expiring 6/30/2017; and Bill Crenshaw to a term expiring 6/30/2016.

The next regularly scheduled Board meeting will be held April 29, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.


Convene as the Governing Body for the Douglas County 4-H, Master Gardener and Extension Service District.
