MINUTES of the Board meeting held on April 14, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING - #989
Bid opening #989 for one (1) new chassis mounted knuckleboom packer.

2. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: BOUNDS. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

3. PUBLIC HEARING – Annexation of Property and Order Incorporating Territory
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: FRIEL. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors

4. PUBLIC HEARING – Annexation of Property
Hearing for Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: ULIK. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors

5. ASSESSMENT AND TAXATION – County Assessment Function Funding Assistance (CAFFA)
The CAFFA program was enacted in 1989 to assist in financing of the assessment and taxation costs. Funding for the grant comes from document recording fees and a portion of the interest from delinquent property taxes from each county. A portion of the collected funds is retained for support of the Department of Revenue’s industrial and utility property appraisal responsibilities. The annual CAFFA Application contains the governing body’s certification of proposed expenditure support, Assessment & Taxation functions staffing levels and projected work activities. Following review and certification from Department of Revenue a portion of Assessment & Taxation costs are funded for the upcoming fiscal year.

6. PARK AND BUILDING FACILITIES – Licensing Agreement with the US Coast Guard
Renewal license with the United States Coast Guard for the Winchester Bay Whale Watch Station. Property used for public viewing of migrating whales. License term agreement is for five years. No cost.

7. PLANNING – Delegation of Authority Report
Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions on behalf of the Board of Commissioners during the First Quarter of 2010. During this reporting period, there were two (2) final Zone Change Orders, One (1) Waiver of Objection to Assessment, and eight (8) Orders setting hearing date. This report also includes an update on On-Site Services Activity.


8. PLANNING – Resolution Accepting and Adopting the Updated 2009 Douglas County Natural Hazard Mitigation Plan (NHMP)
The Douglas County Board of Commissioners adopted the Douglas County Natural Hazard Mitigation Plan in 2004. The plan is a non-regulatory, document, which is designed to be adopted by resolution. The Plan outlines County policy on Natural Hazard Mitigation. The Douglas County Planning Department and the Douglas County Sheriffs Office Emergency Management worked with NHMP which is required by FEMA. The Plan is needed for Douglas County to receive future Federal Pre and Post Disaster Mitigation funding.

9. PUBLIC WORKS – Order Rejecting All Bids for Bid #987
Bid #987 was opened at a regularly scheduled Board of Commissioners meeting on April 14, 2010. Bids were reviewed and compared with the Oregon State Price Agreement. The State Price Agreement met bid specifications and was the lowest price by $184.20.

10. PUBLIC WORKS – Order Awarding Bid #988
Bid #988 for five (5) new 50 Cubic Yard Refuse Transfer Containers was opened at a regularly scheduled Board of Commissioners meeting on April 14, 2010. Bids were reviewed for compliance with Bid specifications. After review, Robb Paul, Public Works Director, recommends awarding the purchase to Wastequip Oregon in the amount of $34,870.00.

11. PUBLIC WORKS – Contract with Beckley Excavation & Utility Inc.
Contract with Beckley Excavation & Utility Inc. (Bid #10611-014) in the amount of $162,920.00 for Umpqua Community Health Center Parking Lot, Douglas County, Oregon.

12. PUBLIC WORKS – Intergovernmental Agreement with the City of Elkton
Intergovernmental Agreement with the City of Elkton for improvement of River Road, County Road No. 2-E and Transfer Jurisdiction to the City.

13. PUBLIC WORKS – Extension of Lease for Office Space
Extension of lease for office space at 433 Rifle Range Road with the State of Oregon. Cost is $1,500.00 per month.

14. PUBLIC WORKS – Intergovernmental Agreement with the City of Roseburg
Intergovernmental Agreement with the City of Roseburg for general governmental services on an as-needed basis.

15. PUBLIC WORKS – Intergovernmental Agreement with City of Roseburg
Intergovernmental Agreement with the City of Roseburg for the improvement of Broad Street, County Road No. 217-A. Anticipated cost is $800,000.00.

16. PUBLIC WORKS – Order Transferring Jurisdiction
Order transferring jurisdiction of Broad Street from Douglas County to the City of Roseburg.

17. SHERIFF – Agreement with Rex Morningstar
Agreement with Rex Morningstar for Glendale office space for patrol. Cost is $365.00 per year.

18. SHERIFF – Agreement with the City of Roseburg
Agreement with the City of Roseburg to house prisoners brought to the Douglas County Corrections Department. Revenue is $70.00 per prisoner per day.

19. MISCELLANEOUS – Reappointment of CCD Members
The CCD Bylaws require the annual reappointment of CCD Board members. The following people have indicated that they are willing to continue serving on the CCD Board: Commissioner Susan Morgan; Aaron Cubic, City Administrator for the City of Myrtle Creek; Carl Patenode, City Manager of the City of Drain; Dave Sabala, Douglas Electric Cooperative; Ron Doan, Operations Officer of Cow Creek Tribe; Cindy Kent, Oregon Pacific Bank; and Janet Morse, Premier West Bank.

22. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held April 28, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
