4. BUILDING FACILITIES – Contract (Kevin Potter)
Contract with Infinity ATM Solutions for ATM services within the Courthouse. Contract was awarded on April 6, 2016.

5. COUNTY COUNSEL – Orders (Paul Meyer)
The two Orders will send to the voters at the November 2016 election the questions whether to allow medical marijuana businesses and/or recreational marijuana businesses in the unincorporated areas (outside city limits) of Douglas County.

6. INFORMATION TECHNOLOGY – Lease Agreement (Kevin Potter)
Non-Exclusive Lease Agreement with KPIC-TV at Canyon Mountain Wireless Communications Site. County will receive rent abatement for FY15-16 in the amount of $6,202.11 from KPIC for Communication Site Lease at Rose Mountain.

7. JUVENILE – Second Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment to change the language in the agreement to coincide with services as they have been delivered during the course of the Title IV-E program that began in October 2013. The changes have been incorporated in various sections of the Exhibits with an additional Exhibit which pertains to Douglas County being a “sub-recipient” of the funding.

8. LAW LIBRARY – Contract Modification (Paul Meyer)
Renew contract for West Complete Library aka West Library Plan for print versions of legal resources. The proposed contract contains a reduction in services to lower expenses. As in the prior contract, this 36-month contract has an annual 5% increase.

9. PARKS – Lease Agreement (Gary Groth)
Agreement to lease land from the Department of State Lands. The leased parcel is in the Winchester Bay Area and is 5.2 acres in size. The parcel includes the property known as the “Crab Dock Parking Lot” and the “Crab Dock Picnic Area.” The term is 30 years and the rent is $500 per year with a 2% increase per year.

11. MISCELLANEOUS – Presentation and Funding Decisions for Title III Applications (Commissioner Freeman)
Review and Funding Decisions for Title III Applications under PL 106-393, SRS Act of 2000, Round 14.
- Communities for Healthy Forests: Fiscal Year 15/16 ($45,000), Fiscal Year 16/17 ($300,000)
- USDA Wildlife Services: Fiscal Year 15/16 ($71,663), Fiscal Year 16/17 ($71,663)

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 27, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
