MINUTES of the Board meeting held on April 13, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Public Works
Bid opening for the overlay of Main Street (Myrtle Creek) County Road #386, Mile Post 0.62 to 0.89, Douglas County, Oregon.

2. HEALTH – Lease with City of Winston
Lease with City of Winston for Senior Center space for new term June 30, 2011 to June 30, 2012. Cost: $473.00 per month for a total of $5,676.00.

3. HEALTH – Contract with Karen Wilson dba Karen Wilson Consulting
Personal services contract for at least $25,000.00 but less than $60,000.00 with Karen Wilson dba Karen Wilson Consulting.

4. HEALTH – IGA with Reedsport School District
Intergovernmental Agreement with Reedsport School District for placement of a Reedsport – Douglas County Emergency Health Cache at the Highland Elementary School

5. HEALTH – Lease with Patty Feola
Patty Feola, Physical Therapist, leases space from Douglas County in Drain. Revenue to the County is $309.00 per month for a total of $3,708.00.

6. PARKS/BUILDING FACILITIES – Bid Award
Bid #003 was opened on March 22, 2011 by the Board of Commissioners for the upgrade of the HVAC Controls in the Justice Building. The lowest responsible bid was received from Siemens Industry, Inc. Bid amount: $114,840.00.

7. PARKS/BUILDING FACILITIES – Contract with North Umpqua Plumbing, Inc.
Contract with North Umpqua Plumbing, Inc. for Justice Center water heater upgrades. Contract amount: $81,428.00.

8. PLANNING – Delegation of Authority Report
Delegation of Authority report by Keith Cubic, Planning Director on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the first quarter of 2011.

9. PUBLIC WORKS – Order Accepting Quitclaim Deed
Order accepting Quitclaim Deed from Wright Industrial Enterprise, LLC.

10. PUBLIC WORKS – Order Granting Vacation of Property
Order granting vacation of a portion of Stables County Road No. 49B upon performance or fulfillment of conditions. Petitioners: Wright Industrial Enterprise, LLC

11. PUBLIC WORKS – Resolution in the Matter of the Acquisition of Real Property
Resolution in the matter of acquisition of real property for the construction of the Dairy Loop Bridge, County Road No. 108.

12. PUBLIC WORKS – Order Accepting Bargain and Sale Deed
Order accepting Bargain and Sale Deed for the acquisition of real property for the widening and realignment of Old Pacific Highway County Road No. 386 from O Win LLC

13. SHERIFF – Agreement with the City of Roseburg
Agreement with the City of Roseburg for inmate housing. Revenue to County: $73.20 per prisoner per day.

14. MISCELLANEOUS – Reappointment to CCD Board
Eight vacancies exist on the CCD Board due to the expiration of seven terms and the resignation of Janet Morse. The Board recommends the reappointment of Aaron Cubic, Carl Patenode, Dave Sabala, Ron Doan, Cindy Kent, Gary Crowe and Susan Morgan. If reappointed the new terms would end May 31, 2012. The vacant position will be advertised with local media.

15. MISCELLANEOUS – Discussion/Deliberation of Appointment to Housing Authority of Douglas County (HADCO)
Two vacancies exist on the HADCO Board due to the resignation of Ernie Luna and the expired term of Chris Spens. The vacancies were advertised with Douglas County media and three applications were received. The term for the resigned position ends April 14, 2014. The new term for expired position ends April 14, 2015.

The next regularly scheduled Board meeting will be held April 27, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
