1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF APRIL 12, 2017

4. BID OPENING – PARKS DEPARTMENT (Rocky Houston)
Opening of Bid #113 for Windy Cove Park Models (1) Park Cabin and (1) Park Office.

5. COMMISSIONERS – Revised Intergovernmental Agreement (Gary Leif)
Intergovernmental Agreement between the City of Oakland and Douglas County to revise the previously adopted “Reading Room” library model by adding subsection 2.3.

6. COMMISSIONERS – Grant Agreement (Chris Boice)
Grant Agreement between Douglas County and District 6 Manpower Program, Inc. d/b/a Umpqua Training & Employment, Inc. County shall contribute up to $20,000 over two years to the project from the Industrial Development Fund.

7. COMMISSIONERS – Grant Agreement (Chris Boice)
Grant Agreement between Douglas County and Umpqua Economic Development Partnership. The County shall contribute up to $20,000 to the project from the Industrial Development Fund. The project is for the Project Roseburg Hotel Development Strategy.

8. COUNTY COUNSEL – Ordinance Adoption (Paul Meyer)
This Ordinance renumbers the Truck Route Ordinance from Chapter 10.08 to Chapter 10.12 in order to not conflict with the Parking and Towing Ordinance.

9. MANAGEMENT & FINANCE – Fiscal Year 2017 Supplemental Budget Adjustments (Jessica Hansen)
There is a need to increase resources and expenditures as well as a need to make adjustments in certain appropriations within General Fund, County Fair Board Fund, Health & Social Services Fund and the Public Safety Fund.

10. PARKS DEPARTMENT – Land and Water Conservation Fund Grant Agreement (Rocky Houston)
Project will repair Crab and Fishing Dock in Winchester Bay. Grant is for $233,500. Project total is $568,000 with remaining funds paid by County from FY18 Budget and prior expenditures.

11. PUBLIC WORKS DEPARTMENT – Contract Extension (Tim Rummel)
Extension of Contract No. 29856 with Forslund Crane Service for crane services as needed. Extends Contract to May 31, 2018.

12. PUBLIC WORKS DEPARTMENT – Contract Extension (Tim Rummel)
Extension of Contract No. 29857 with JM Crane Service for Crane service as needed. Extends Contract date to May 31, 2018.

13. SENIOR SERVICES – Contract Amendment (Jeanne Wright)
First Amendment to revenue Contract No. 4400001728 between Multnomah County and Douglas County Senior Services to provide Case Management of the Veterans Directed Home and Community Based Services (VD-HCBS) Program for the Veterans Administration in Douglas and south Lane County. Extends Contract Term to March 31, 2019 and adds funding for extended Term in the amount of $127,828.47.

14. SHERIFF – Cooperative Law Enforcement Agreement (John Hanlin)
Cooperative Law Enforcement Agreement with USDA Forest Service and Douglas County Sheriff’s Office to provide patrols for the USFA Umpqua National Forest area. This patrol agreement is for the calendar year term of January 1 to December 31, 2017, in the amount of $54,510.

15. TAX COLLECTION – Tax Collector Delegation Order/Modification (Jessica Hansen)
Modifying Tax Collector delegation order (dated 3-16-11) with HB2485A change to increase cancellation from $5 to $10 and reduce refund delegation from $5,000 to $2,500.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 26, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
