MINUTES of the Board meeting held on April 03, 2013, and April 10, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – For Hauling & Stocking Chip Seal Aggregate (Robb Paul)

2. PUBLIC HEARING – Re-Annexation of Property (Keith Cubic)
Public Hearing for the Re-Annexation of property and “Order Incorporating Territory” to the North Douglas County Fire and EMS. Chief Petitioner: RAMBERG

3. PUBLIC HEARING – Re-Annexation of Property (Keith Cubic)
Public Hearing for the Re-Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: DANNENHOFFER

4. PUBLIC HEARING – Re-Annexation of Property (Keith Cubic)
Public Hearing for the Re-Annexation of property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: WHITED

5. BUILDING FACILITIES – Contract Modification (Kevin Potter)
Contract Modification with Roseburg Refrigeration to increase cap to not exceed $50,000.00. ($75.00 per hour, plus parts). Services as needed.

6. INFORMATION TECHNOLOGY – Order Authorizing Purchase (Kevin Potter)
Order authorizing the purchase of software from Dell to upgrade County’s e-mail system. Three quotes were requested with Dell submitting the lowest responsive bid. Cost: $52,698.47.

7. SHERIFF – Contract Extension with the City of Winston (John Hanlin)
Ninth Contract Extension with the City of Winston for housing inmates. Cost: $77.00 per inmate per day.

8. MISCELLANEOUS – Reappointments to the CCD Business Development Corporation Board (Doug Robertson)
The CCD Board will have nine positions have terms expire on May 31, 2013. All members wish to be reappointed to a new term that would expire May 31, 2014. The applicants are: Ron Doan, Cindy Kent, Gary Crowe, Susan Morgan, Dave Sabala, Joel Hooper, Sean Negherbon, and Carl Patenode.

9. MISCELLANEOUS – Appointments/Reappointments to the Employee Benefits Committee (Shirley Counts)
Vacancies exist on the Employee Benefits Committee due to expired terms and staff changes. Human Resources recommends the Reappointment of Tracy Dunn (Assessor), Jesse Wayman (Assessor), Keith Cubic (Planning), Kelly Cook (IT), Mike Leming (Public Works), Louise Peterson (Library), Becky McKeag (Library), Aaron Yuma (Building), Clayton Ruble (Sheriff-Patrol), Kimm Barnes (Sheriff – Detectives), and Brenda Boak (Sheriff) to new terms that would expire December 31, 2016. Human Resources also recommends the Appointment of Jeremiah Elliott (Health) to a term that ends December 31, 2016, Veronica VanDrimmelen (Parks) to a term that ends December 31, 2014 and Becky Rogers (District Attorney) to a term that ends December 31, 2015.

The next regularly scheduled Board meeting will be held April 24, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
