MINUTES of the Board meeting held on April 9, 2014.


1. DISTRICT ATTORNEY – Intergovernmental Agreement (Rick Wesenberg)
Amendment to Intergovernmental Agreement which breaks down the designated funds showing that the State General Funds are $55,035.00 with the addition of the Title IV-E Funds in an amount not to exceed $30,000.00. The grant period is from July 1st, 2013 to June 30, 2015 and fully funds a .70 FTE Legal Assistant.

2. INFORMATION TECHOLOGY – Contract Extension (Kevin Potter)
First Contract Extension with Silke Communications to provide general radio systems repair and diagnostics consultation as requested. Services provided not to exceed $50,000.00.

3. LAND – Road Use Permit (Gary Groth)
Road Use Permit with Menasha Logco, LLC. Permit allows the nonexclusive right to enter the road system for transportation of forest products from nearby forest lands owned by Menasha Logco, LLC and expires on December 31, 2014.

4. PUBLIC WORKS – Resolution of the Acquisition of Real Property (Robb Paul)
Resolution of the Acquisition of Real Property for the reconstruction of the Neal Lane Covered Bridge, County Road No. 124.

5. SHERIFF – Special Use Permit (Wayne Stinson)
Special Use Permit for Douglas County to host this year’s SUmmerEX Search and Rescue Training. The training is a multi-county, multi-state training event. It will be held in the Diamond Lake Overflow area at the South end of Diamond Lake on June 20-22, 2014.

6. SHERIFF – Emergency Operations Plan (Wayne Stinson)
Update to acknowledge the current Douglas County Emergency Operations Plan. The Plan was completed in 2009.

7. SHERIFF – State Homeland Security Grant Authorized Representative (Wayne Stinson)
Delegation of Authority to allow Wayne Stinson to prepare and sign appropriate grant reports and amendments that do not have financial impact.

8. TREASURER – Review of Investment Policy (Jim Rudolph)

9. MISCELLANEOUS -- Reappointment to Emergency Medical Services (EMS) Advisory Committee (Peggy Madison)
Four vacancies exist on the EMS Advisory Committee due to expired terms. The positions were advertised with Douglas County media and five applications were received. The EMS voted unanimously to reappoint Greg Marlar, Mike Lane, Debbie Boswell, and Jim Lee to new terms that would November 30, 2016.



The next regularly scheduled Board meeting will be held April 23, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
