MINUTES of the Board meeting held on March 31, 2010


1. BID OPENING - #987
Bid opening #987 for one (1) new self-propelled mid-mount power broom with cab.

2. BID OPENING - #988
Bid opening #988 for five (5) 50 cubic yard refuse transfer containers.

3. BID OPENING - #10611-014
Bid opening #10611-014 for Umpqua Community Health Center Parking Lot, Douglas County, Oregon.

4. ASSESSOR – Tax Refunds
Orders refunding taxes to: Pickle Rentals ($690.66); Sayne Investments LLC ($8,875.79).

5. COUNTY COUNSEL – Quitclaim Deed
Quitclaim Deed to correct an error made to a property description on a tax foreclosure deed relating to a different property. Property owners are Mark and Laura Dowdy. A correct deed was filed in the Court Journal on March 24, 2010.

6. HEALTH AND SOCIAL SERVICES – Lease with City of Riddle
Lease with City of Riddle for Senior Center space for new term July 1, 2010 to June 30, 2011. Expense to the County is $775.00 per month.

7. HEALTH AND SOCIAL SERVICES -- Lease with Sutherlin Seniors, Inc.
Lease with Sutherlin Seniors, Inc. for Senior Center space for new term July 1, 2010 to June 30, 2011. Expense to the County $613.00 per month.

8. HEALTH AND SOCIAL SERVICES – Lease with Umpqua Community Health Center
One (1) year lease to Umpqua Community Health Center for space in the Drain Health Center. Term July 1, 2010 to June 30, 2011. Income to the County $7,020.00.

9. HEALTH AND SOCIAL SERVICES – 2010 Public Health Heroes
National Public Health Week is observed every year in April. This year’s theme highlights the role we all play in Building a Healthier America: One Community at a Time.

10. HUMAN RESOURCES – Delegation of Authority
Order delegating authority to Michael R. Hereford as the Douglas County Human Resources Director.

11. PUBLIC WORKS – Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) Application
SHIP’s application for Yoncalla Diesel Spill funds in the amount of $5,660.30 for the Applegate Pond Enhancement Project.

12. MISCELLANEOUS – Appointment/Reappointment to the Healthy Start Advisory Board
The Healthy Start Advisory Board currently has eleven vacancies due to expired terms and resignations. The vacancies were advertised with Douglas County media and eleven applications were received. The Commission on Children and Families contacted all of the applicants and would like to appoint/reappoint the eleven applicants.

13. MISCELLANEOUS – Appointment to the Employee Benefit Committee
A vacancy exists on the Employee Benefit Committee due to a resignation. Human Resources recommends the appointment of Janet Doucette. If appointed, her term will end December 31, 2010.

14. MISCELLANEOUS – Appointment to the Traffic Safety Commission
A vacancy exists on the Traffic Safety Commission due to the resignation of Jim Brown. The position was advertised and one application was received from Dan West. The Commission met and recommends appointment of Mr. West. If appointed, his term will end June 30, 2010.

15. MISCELLANEOUS – Appointment to the Library Board
Two vacancies exist on the Library Board due to a resignation and expired term. The position was advertised with Douglas County media. Two applications were received. The Library Board met on March 16, 2010 and recommends the appointment of Robert Heilman to fulfill the term vacated by Deb Stoll-Underwood and Sue Winn to replace Mary Ellen Lasswell whose second term expires June 30, 2010.



The next regularly scheduled Board of Commissioners meeting will be held April 21, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
