1. PLEDGE OF ALLEGIANCE

3. APPROVAL OF THE MINUTES OF APRIL 5, 2017

5. BUILDING FACILITIES – Electronic Plumbing Controls/Order Rejecting All Bids (Kevin Potter)
Order to reject all bids in the matter of Bid #112, Electronic Plumbing Controls for Douglas County Jail.

6. CLERK – Authorization to Purchase New Elections Tally System & Sign Purchase Order (Patti Hitt)
A new election tally system is required to replace current system which has, over the years, become more operationally unreliable and resource (labor) intensive to use during an election. The new Clear Vote system has already been vetted by ten Oregon counties and presents a more efficient, streamlined and flexible non-proprietary system. Douglas County is able to purchase the system now for approximately $142,926 which represents a $15,000 discount. Request approval to purchase and sign purchase order for Clear Vote System not to exceed $142,926.

7. LAND – Quit Claim Deed for Unused Easement (Jessica Hansen)
Release interest and quit claim deed of unused easement for $1,088.20, original purchase price, as allowed by ORS 275.225.

8. PARKS – Contract (Rocky Houston)
Contract Agreement between Douglas County and Benny Hempstead Excavating, Inc. for Windy Cove B replacement.

9. PLANNING –IGA update (EH0 between OHA, Lane County and Douglas County (Keith Cubic)
OHA has updated the EH software required and we are also required to update our Food Handlers Training Agreement with Lane County as a result. This is a Public Health, OHA, program update.

10. PUBLIC WORKS/NATURAL RESOURCES – Gardiner Wastewater Improvement Project Contract Amendment No. 2 (Tom Manton)
Amendment No. 2 to the contract between IFA, (Oregon Infrastructure Finance Authority), and the County will extend the project completion date to December 31, 2017, which will allow for construction completion and completion of close-out hearings and submission of the required documentation. The project was delayed due to the additional requests made by the National Oceanic and Atmospheric Administration during the environmental review process.

The next regularly scheduled Board meeting will be held April 19, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

CONVENE AS THE GOVERNING BODY FOR THE DOUGLAS COUNTY 4-H, MASTER GARDENER AND EXTENSION SERVICE DISTRICT.

1. Appointment of Budget Committee member (John Punches)
Resolution to Reappoint Mike Winters to the Budget Committee for the Douglas County 4-H, Master Gardener and Extension Service District. Term Ends: June 30, 2019

A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
