MINUTES of the Board meeting held on April 4, 2012


1. BUILDING FACILITIES – Contract (Kevin Potter)
Bid #021 was opened on March 20, 2012 by the Board of Commissioners for Justice Center jail elevator modernization. The lowest responsible bid was received from ThyssenKrupp Elevator. Order awarding the contract was signed March 28, 2012. Attached is the contract agreement to authorize work to begin on the project.

2. INFORMATION TECHNOLOGY – Amendment (Kevin Potter)
Second Amendment to County’s tower and ground space lease agreement at Cinnamon Butte with US Cellular whereas, both parties are in agreement that it is desirable that Tenant (US Cellular) pay rent to Landlord (Douglas County) annually instead of monthly as provided by the unamended lease

3. INFORMATION TECHNOLOGY – Right-of-Way (Kevin Potter)
Right-of-way grant between BLM and Douglas County giving the County a right to construct, operate, maintain, and terminate a communication facility at the Signal Tree/Kenyon Mountain communication site.

4. PLANNING – Delegation of Authority (Keith Cubic)
Under the delegation of authority order dated June 25, 1997, a periodic report on delegated responsibilities is required. The scheduling of this agenda item will provide for an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the first quarter of 2012.

5. PLANNING – Agreement (Keith Cubic)
Douglas County proposes to enter into an agreement with the State of Oregon Parks and Recreation Department, to receive funding for a portion of the County’s Historic Preservation program. This agreement would allow $9,350 grant funds to be received and Douglas County will have expenditures of $9,350 during the grant period. Douglas County was the first certified local government county in Oregon. This program reimburses us for half of the cost of administering the Historic Resources program.

6. PUBLIC WORKS –Agreement (Robb Paul)
Local agency agreement with Oregon Department of Transportation for National Historic Covered Bridge Preservation Program (NHCBP) for Cavitt Creek Covered Bridge.

7. SHERIFF – Contract Extension (John Hanlin)
Eleventh extension of contract for Glendale office space with Rex Morningstar ending June 30, 2013. Rate of $365.00 per year.

8. MISCELLANEOUS – Appointment to Winston-Dillard Fire District Board
Appointment of one member to the Winston-Dillard Fire District Board.

9. MISCELLANEOUS – Appointment to CCD Board
Seven vacancies exist on the CCD Business Development Corporation Board due to expiring terms of Aaron Cubic, Dave Sabala, Gary Crowe, Ron Doan, Carl Patenode, Cindy Kent, and Joel Hooper. They would each like to be reappointed with an expiring term of May 31, 2013.



The next regularly scheduled Board meeting will be held April 18, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
