MINUTES of the Board meeting held on March 30, 2011

PROCLAMATION Declaring April, 2011 as Child Abuse Prevention Month.

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY


1. HEARING – For Annexation of Property
Public Hearing for Annexation of Property and “Order Incorporating Territory” to the Gardner Rural Fire District. Chief Petitioner: SCHULZ.

2. HEARING – Second Reading of Ordinance 12.12.130
Public Hearing for the second reading of the Ordinance amending section 12.12.130 of the Douglas County Code regarding the Permit-Fees and deposits for the Parks Department. Effective date for the Ordinance will be July 13, 2011.

3. FLEET SERVICES – Intergovernmental Agreement with the State of Oregon
Intergovernmental agreement with the State of Oregon for emergency fueling from the Douglas County fuel site located on Rifle Range Road in Roseburg. An agreement has been in place since May 17, 2000. The agreement allows for State fueling in the event of an emergency whereby the State could not obtain fuel necessary to operate.

4. HUMAN RESOURCES – Second Modification of Contract for Legal Services
The contract for legal services with the firm of Littler Mendelson, PC, reached its maximum contract amount. This modification allows the parties to continue under its current contract without interruption. The only change to the contract is the deletion of the cap prior to end of the current contract which ends on August 15, 2011.

5. LAND DEPARTMENT – Timber Sale Contract (POSTPONED)
Timber Sale Contract with Swanson Group Mfg. LLC for Douglas County’s South Winchester Creek Timber Sale #284. This sale is located near Reedsport and was sold at an oral auction on March 10, 2011. Sale contains approximately 1.59 million board feet of timber and has an estimated value of $447,000.

6. LAND DEPARTMENT – Notice of Timber Sale for Douglas County’s Cedar Hollow Timber Sale #285. This sale is located southeast of Myrtle Creek and is being sold through a sealed bid process. Bids will be opened at the May 11, 2011 Board of Commissioner’s meeting.

7. LIBRARY – Delegation of Authority for Library Director
Order delegating authority to the Library Director to accept assignment of beneficial interest in Promissory Note and Deed of Trust (Ms. Sojka Living Trust), and to the Douglas County Treasurer to authorize payment to County’s accounts.

8. PARKS & BUILDING FACILITIES - Grant Award for Bid #004
Bid #004 for Justice Center Water Heater Upgrades was opened on March 30, 2011 by the Board of Commissioners. The lowest responsible bid was received from North Umpqua Plumbing, Inc. Order awarding contract in the amount of $81,428.00. Funded by stimulus funding from the Department of Energy.


9. PARKS & BUILDING FACILITIES – ATV Grant Agreement
The Parks Division has received a matching grant for operation and maintenance costs associated with off highway vehicle activity in Winchester Bay from the Oregon Parks & Recreation Department. The maximum amount of grant funds the County would receive is $119,884.24 or 55.27% of the total cost of the two year agreement. Grant revenues will be $59,942.12 per year.

10. PUBLIC WORKS – Easements and Indemnity Agreement
IRS documents and Indemnity Agreement acknowledging donation deeds and easement from Douglas County Forest Products and Back Nine Development, LLC for the Winchester Interchange project.

11. SHERIFF – Inmate Housing Contract
Inmate Housing Agreement with City of Myrtle Creek for inmate housing. Revenue to County is $73.20 per prisoner per day.

12. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Solid Waste Advisory Committee
A vacancy exists on the Solid Waste Advisory Committee due to the resignation of Zory Hill. The position was advertised with Douglas County media and five applications were received. The Committee recommends the appointment of Brian Davis to fulfill the vacant position. Term ending January 1, 2015.

13. MISCELLANEOUS – Appointment to the Sable Drive Road District
A vacancy exists on the Sable Drive Road District due to the resignation of Ian Evans who has moved out of the area. The residents on Sable Drive were notified of the vacant position and Andy Anderson was the only applicant. If appointed, Mr. Anderson will fulfill the vacant position with a term ending on December 31, 2013.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 13, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
