1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF MARCH 29, 2017

4. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) and Douglas County to fund a litter work crew to clean freeways in Douglas County by youth offenders working off their court-ordered or sanction-driven community service hours. ODOT will pay Douglas County $300/day under this IGA.

5. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement with Curry County for use of Detention Beds in our Detention Facility with a guarantee of reserving one (1) bed per day. Curry County will pay $118.45 per youth per day. Also included is an option to provide round trip transportation at a cost of $100 per trip to Coquille and $250 per trip to Gold Beach.

6. LAND DEPARTMENT – Timber Sale Contract (Kevin Potter)
Timber Sale contract known as Deep Creek #304 with Scott Timber Company. Two bids were received with Scott Timber Company being the high bidder at $534 per million board feet, (MBF). Sale contains approximately 13 acres, more or less, 301,000 +/- BF with an estimated value of $132,890.00. The initial deposit of $12,000.00 and Performance Deposit of $27,000.00 have been deposited. Timber sale has a completion date by October 01, 2017.

7. LAND DEPARTMENT – Timber Sale Contract (Kevin Potter)
Timber Sale contract known as Joyce Creek #303 with Scott Timber Company. Two bids were received with Scott Timber Company being the high bidder at $537 per MBF. Sale contains approximately 59 acres, more or less, 2,871,940 +/- BF with an estimated value of $1,224,528.98. The initial deposit of $104,000.00 and Performance Deposit of $245,000.00 have been deposited. Timber sale has a completion date by September 30, 2018.

8. PLANNING –Resolution to correct a single fee on the Land Use Fee Schedule (Keith Cubic)
A correction of the fee listed for initial/first evidentiary appeal on the Land Use Fee Schedule is needed. Per ORS 215.416(11)(E)(b), the maximum fee a local government may charge for an initial hearing is $250.00. The statutory maximum limit for this fee was an oversight in prior across-the-board fee increase authorization.

9. PUBLIC WORKS – Contract Amendment (Cody Smith)
First Amendment to engineering services contract with David Evans and Associates, Inc. for the N. Comstock Rd: Central Ave to N of 6th Street project. Amendment increases contract amount by $24,933 to include costs for construction engineering.

10. PUBLIC WORKS – Order Accepting Completion of Contract (Cody Smith)
Order accepting Completion of contract for the paving of Del Rio Road, Akin Lane to Garden Valley Road. The contract has been completed and all requirements have been met. Total amount of contract at completion: $472,248.46.

11. PUBLIC WORKS – Order Accepting Completion of Contract (Cody Smith)
Order accepting Completion of contract for the paving of Melrose Road, Conn Ford Bridge to Melrose School. The contract has been completed and all requirements have been met. Total amount of contract at completion: $285,785.73.

12. SENIOR SERVICES – Services Agreement (Jeanne Wright)
Services Agreement with Advantage Dental to provide no cost dental hygiene services to Senior Services’ clients at the Riddle, Winston, and Sutherlin congregate dining sites.

13. SHERIFF – Intergovernmental Agreement Amendment (Sheriff Hanlin)
Interagency Agreement Amendment between Douglas County and Oregon State Marine Board for the purchase of a new 20’ Tee Top Inboard River Wild Jet Boat in the amount of $37,500.

15. PUBLIC HEARING – Future of the Douglas County Library System – (Commissioner Freeman)
Second Public Hearing held by the Board of Commissioners pursuant to ORS 357.621 in order to receive public comment from interested citizens about the future of the Douglas County Library System.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 12, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
