MINUTES Approval of the Minutes of March 18, 2015.


1. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of property and “Order Incorporating Territory” to the Glide Rural Fire District. Chief Petitioner: TALCOTT

2. ASSESSOR – Property Tax Refunds (Roger Hartman)
Tax refunds ordered by the Board of Property Appeals to the following: Darwin & Cathy Yarbrough ($7,875.55); Costco Wholesale Corporation ($66,109.04); Tyco Properties ($10,836.63); NSA Northwest Holdings II LLC. ($6,825.75); Richard & Emma Deam Family ($6,965.08); and BBL & J LLC ($9,027.41)

3. COUNTY COUNSEL – Family Development Center Agreement (Paul Meyer)
Closing out Agreement No. 28312 with the Family Development Center. The Early Learning Agreement was funded through the County until June 30, 2014.

4. DISTRICT ATTORNEY – Intergovernmental Agreement (Rick Wesenberg)
Intergovernmental Agreement with the State of Oregon by and through the Department of Human Services for the Juvenile Dependency Program. The grant provides $75,328.00 to fund a .73 FTE Legal Assistant. This grant has been received since 2008.

5. DISTRICT ATTORNEY – Intergovernmental Agreement (Rick Wesenberg)
Intergovernmental Agreement with the City of Roseburg for Mental Health Court. The agreement provides $25,000.00 in funding.

6. PLANNING – Annual Report for 2014 (Keith Cubic)

7. PUBLIC WORKS – Acquisition of Real Property (Robb Paul)
Resolution for the Acquisition of Real Property for the Reconstruction of a Portion of Lookingglass Road, County Road No. 47.

8. PUBLIC WORKS – Set a Public Hearing (Robb Paul)
Set a Public Hearing for April 15, 2015 for Ordinance 2014-11-01 establishing solid waste disposal fees.

9. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with the City of Reedsport to have leachate generated at the County’s closed Reedsport Landfill treated at the Reedsport Wastewater Treatment Plant.

10. MISCELLANEOUS – Appointments to the Veteran’s Advisory Committee (Pat Plourd)
Five vacancies exist on the Veterans Advisory Committee due to expired terms and a resignation. The vacancies were advertised with Douglas County Media and seven applications were received. One withdrew. After interviewing all the applicants the Veterans Services Director and Veterans Advisory Committee President recommend:
• Reappointment of Rick Sciapiti, Roger Arnold, Carol Hunt and Jerry Anderson to new terms that would end December 31, 2016.
• Appointment of Lawrence Hill to replace Dirk Kruysman with a term ending December 31, 2016.

11. MISCELLANEOUS – Reappointment to the Upper Cleveland Rapids Special Road District (Commissioner Morgan)
A vacancy exists on the above special road district due to the expired term of Tony Lane. Mr. Lane would like to be reappointed to a new term that would end December 31, 2017.

12. MISCELLANEOUS – Resolution Authorizing Submission of an Application for Re-Designation of the Roberts Creek Enterprise Zone and E-Commerce Zone. (Tracy Loomis, CCD Business Development)



The next regularly scheduled Board meeting will be held April 8, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
