PROCLAMATION – CHILD ABUSE PREVENTION MONTH

MINUTES of the Board meeting held on March 24, 2010

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – For Annexation of Property and “Order Incorporating Territory” to the Calapooia Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on February 24, 2010, for the petition of annexation by Chief Petitioner: RAGANS to have property annexed into the Calapooia Rural Fire District. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

2. PUBLIC HEARING – For Annexation of Property and “Order Incorporating Territory” to the Calapooia Rural Fire District

3. PUBLIC HEARING – For Annexation of Property and “Order Incorporating Territory” to the Tiller Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on February 24, 2010, for the petition of annexation by Chief Petitioner: CURTIS to have property annexed into the Tiller Rural Fire District. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time.

4. ASSESSOR – Tax Refunds
Orders refunding taxes to: Jacob & Mary Huber ($508.10); William & Sharon Bart and Bart Family Trust ($383.34); Charles & Letxy Bunker ($383.32); Lance Dearstine ($1,104.82); and William & Shari Johnson ($1,315.92).

5. DISTRICT ATTORNEY – Grant Application for Juvenile Accountability Block Grant Program Funds
Application for a Juvenile Accountability Block Grant in the amount of $10,000 for fiscal year 2010-2011. The funds are granted by the Federal government and will be passed through the State of Oregon. This grant has been received for the previous 11 fiscal years and has been used to pay a portion of the salary for a Deputy District Attorney to prosecute juvenile delinquency cases.

6. HEALTH AND SOCIAL SERVICES – Contract for Camera Systems
Contract award for RFP No. 986 to Safety Vision, LLC, for installation of camera recording systems for UTrans. Systems to be installed in 12 transit buses and 2 paratransit vans. Funding is from ODOT ARRA grant No. 25627 with no match requirement. Cost is $44,935.00.

7. PLANNING – Order to Decline Review Great American Properties
Great American Properties, Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request for a 34-lot subdivision to be completed in three phases on a 170± acre lot-of-record zoned for 5-acre Rural Residential development and located on Melrose Road, southwest of the Melrose Rural community boundary. Planning Department File No. 09-050.

8. PUBLIC WORKS – Order Setting Hearing of Transferring of Jurisdiction
Order setting Hearing of Transferring Jurisdiction of Broad Street from Douglas County to the City of Roseburg.

9. PUBLIC WORKS – Second Amendment of Contract With OBEC Consulting Engineers
Second Amendment of Contract No. 24377 with OBEC Consulting Engineers for right of way acquisition services – Weaver Road extension project.

10. SHERIFF – Homeland Security Grant OPS CENTER
Grant Agreement with Homeland Security for 100% funding for a web based Emergency Operations Center (EOC) called “Ops Center”. This system will allow agencies and personnel working in the EOC the ability to share information about status, resource requests, and other related information among users in the EOC and outside agencies. Grant amount is $28,764.00.

11. MISCELLANOUS – Project Completion Report for Oregon Community Development Block Grant, Winchester Bay Sanitary District
Project Completion Report for Oregon Community Development Block Grant, Douglas County Winchester Bay Sanitary District Treatment Facility Upgrade, Project No. PO6009.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held April 14, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
