4. BID OPENING Public Works (Robb Paul)**STRICKEN - BID OPENING SCHEDULED FOR 4/6/16 **
Bid opening for the paving of Buckhorn Road and Dixonville Road project. The project includes paving and striping of Buckhorn Road from the Highway 138 spur intersection to O.C. Brown Road and Dixonville Road from Buckhorn Road to North Fork Deer Creek Bridge.


5. COUNTY COUNSEL Order (Paul Meyer)
Order amending the Law Library Advisory Committee Structure to add a non-lawyer position.

6. COUNTY COUNSEL Order (Paul Meyer)
Order to initiate a formation of a library district and is in lieu of the petitioners having to collect signatures.

7. LAND DEPARTMENT Timber Sale Contract (Gary Groth)
Timber Sale Contract known as the South Winchester #299 with Scott Timber for the 2016/2017 harvest year. Sale contains approximately 27 acres, 1.161 MBF, and has an estimated value of $405,058.00. The initial deposit of $40,000.00 has been deposited and the bond in the amount of $81,000.00 is in force.

8. PUBLIC HEALTH Personal Services Contract (Dr. Bob Dannenhoffer)
Personal Services Contract with Community Health Alliance. The Local Public Health Alliance has awarded us $70,775.00 for School Based Health Center Mental Health Expansion Program. We are sub-contracting these services with Community Health alliance for services to be provided to local high schools.

9. PUBLIC WORKS Resolution (Robb Paul)
Resolution to acquire property for the realignment of a portion of Olalla Road, County Road No. 38, as part of the Olalla Creek (Jennings) Bridge Replacement project. Owners: Rick and Stacie Smith, Michael R. Reding.

10. PUBLIC WORKS Acceptance of Quit Claim Deed (Robb Paul)
Acceptance of Quit Claim Deed for a portion of McGinty Drive. Grantor: Oregon Department of Transportation.

11. PUBLIC WORKS Jurisdictional Transfer (Robb Paul)
Order accepting Relinquishment Deed from the State of Oregon for portions of right of way of Umpqua College Road and Old Highway 99N purchased by the State for I-5: Del Rio/Winchester interchange project under terms of Jurisdictional Transfer Agreement (Court Journal Book 2015/Page 899)

12. PUBLIC WORKS Contract Award (Robb Paul)
Contract Award to LTM, Inc. dba Knife River Materials for the paving of Old Highway 99S. Project. Cost: $515,377.50.

13. SHERIFF Grant Agreement Modification (John Hanlin)
Grant Agreement Modification #8 with US Forest Service for Fiscal Year 16-17. Increases funding by $54,000.00

14. SHERIFF Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement for fingerprinting machine between Cow Creek Tribe and Douglas County. Agreement will allow potential employees of Seven Feathers Casino to undergo the fingerprinting process. Cow Creek will provide the funding to purchase a Live-Scan Fingerprinting System and the on-site installation and training. Cost: $6,779.00.

15. MISCELLANEOUS Purchase and Sale Agreement (Commissioner Boice)
Sale of property in Wilbur to McFarland Cascade Holding, Inc. Revenue: $90,680.00.

16. MISCELLANEOUS Appointment (Commissioner Boice)
A vacancy exists on the Coos Curry Douglas Development Corporation Board (CCD) due to the resignation of Cindy Kent who sits in the position representing the financial profession. Drucilla Chapman is a suitable and qualified person to fill the vacancy with a term ending May 31, 2016.

19. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 6, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
