1. PLEDGE OF ALLEGIANCE

3. APPROVAL OF THE MINUTES OF March 22, 2017

5. BID OPENING – (Kevin Potter)
Bid #112 for electronic plumbing controls in specified parts of the Douglas County Jail.

6. ASSESSOR – Refund over $5000.00 (Roger Hartman)
Account R62415, leased by Goodwill, filed late filing fee for expired exemption.

7. COMMISSIONERS – Grant Agreement (Chairman Boice)
Grant Agreement between Douglas County and Backside Brewing, LLC. The county shall contribute $10,000 to the project from the Industrial Development Fund for the project to build a walk-in cooler in conjunction with a new bottling process. Backside will allow local breweries to use the bottling equipment and cooler storage.

8. COMMISSIONERS – Grant Agreement (Chairman Boice)
Grant Agreement between Douglas County and Umpqua Economic Development Partnership, Inc. for grant assistance to help fund a Douglas County July 4th, 2017 Food Truck Competition, Music on the Half Shell and Roseburg City Fireworks event.

9. COMMISSIONERS – Intergovernmental Agreement for Reading Room Library in Oakland (Commissioner Leif)
Intergovernmental Agreement between the City of Oakland and Douglas County to adopt a, “Reading Room,” library model.

10. PUBLIC HEALTH – Amendment #10 to Public Health Funding (Dr. Dannenhoffer)
This is the 10th amendment to the Oregon Health Authority 2015-2017 Intergovernmental Agreement for the Financing of Public Health Services that changes program elements for Tuberculosis control but has no change to funding.

11. PUBLIC HEALTH – Amendment #11 to Public Health Funding (Dr. Dannenhoffer)
This is the 11th amendment to the Oregon Health Authority 2015-2017 Intergovernmental Agreement for the Financing of Public Health Services that increases funding by $13,000 from $1,323,484 to $1,336,484 with the increase directed to the school based health centers.

12. PUBLIC WORKS/ENGINEERING – Contract Award (Cody Smith)
Contract award to K&E Excavating, Inc. in the amount of $81,375 for Slide Repair – Old Melrose Rd., MP 4.20 to MP 4.23 project. Project includes earthwork, paving, and other miscellaneous work to repair a recent landslide impacting Old Melrose Road.

13. PUBLIC WORKS/ENGINEERING – Acceptance of Easement (Cody Smith)
Renewal and acceptance of 30 year easement from the Oregon Department of State Lands for the South Smith River Road Bridge over Smith River.

14. PUBLIC WORKS/OPS & MAINTENANCE – Purchase of Herbicides (Tim Rummel)
Purchase of herbicides from Wilbur Ellis in the amount of $121,990.25 per State Price Agreement.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 5, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
