MINUTES of the Board meeting held on March 21, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING - (Robb Paul)
Hauling & stockpiling chip seal aggregate, Myrtle Creek District, Douglas County, Oregon.

2. BID OPENING – (Robb Paul)
Hauling & stockpiling chip seal aggregate, Roseburg District, Douglas County, Oregon.

3. BID OPENING – (Robb Paul)
Hauling & stockpiling chip seal aggregate, Sutherlin District, Douglas County, Oregon.

4. BUILDING FACILITIES – Order Awarding Contract to Thyssen Krupp (Jim Dowd)
Bid #021 was opened on March 20, 2012 by the Board of Commissioners. Lowest responsible bid was received from ThyssenKrupp Elevator. Order awarding contract for Douglas County Justice building jail elevator modernization is attached along with a recap of bids received. Bid amount is $144,600.00.

5. BUILDING FACILITIES – Order Delegating Authority (Kevin Potter)
Order delegating authority to Kevin Potter for specific duties and to perform as the Building Facilities Director effective, April 1, 2012.

6. COMMISSON ON CHILDREN & FAMILIES – Amendment (Gillian Wesenberg)
2012-13 Amendment number 01 to intergovernmental agreement number 136876 between the Department of Human Services and Douglas County. This includes a year’s allocation of $47,108.00 for the Runaway and Homeless Initiative.

7. COUNTY COUNSEL – Land Sale (Paul Meyer)
Clear Lake LLC has exercised its option to purchase the land at 1240 Page Road in Sutherlin, that it has leased from the County since 1998. The Board will sign the statutory warranty deed to the property and escrow instructions. Paul Meyer will sign the rest of the standard documents at closing at Ticor Title Company.

8. FLEET – Order Rejecting Bid (Mike Blanck)
Bid #020 was opened at the regularly scheduled Board of Commissioners public meeting on March 14, 2012. One bid was received and opened. After review of the bid received, it was determined that the bid did not meet minimum bid specifications and exceeded the State Marine Board grant amount allowed for this purchase.

9. FLEET – Extension (Mike Blanck
Third Extension with Mornarich Auction LLC, dba I-5 Auctions for Auctioneer to sell County surplus property.

10. PARKS – Order Delegating Authority (Gary Groth)
Order delegating authority to Gary D. Groth to execute certain contracts and perform as Parks Director, effective April 1, 2012.

11. PLANNING – Annual Report for 2011 (Keith Cubic)
An overview of planning activity in 2011.

12. PUBLIC WORKS – Easement (Robb Paul)
Permanent easement with Green Sanitary District to construct, maintain, repair, and have free access to a sanitary sewer line including draining and grading the easement area.

13. PUBLIC WORKS – Contract (Robb Paul)
Contract with Deschutes Construction Corporation in the amount of $559,434.19 for Joe Hall Creek Bridge replacement Tiller Trail Highway County Road #1, M.P. 32.95, Douglas County, Oregon. Bids were opened March 7, 2012.

14. PUBLIC WORKS – Contract (Robb Paul)
Contract with HATCH Associates Consultants Inc. to assist with FERC Part 12 D report and potential failure modes analysis (PFMA) in the amount of $48,829.00 for Galesville Dam Project.

15. PUBLIC WORKS – Application (Robb Paul)
Douglas Soil and Water Conservation District’s Salmon Habitat Improvement Program (SHIP) application for Yoncalla Diesel Spill funds in the amount of $3,846.50 for the Wheeler pond enhancement project.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held April 4, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
