MINUTES of the Board meeting held on March 19, 2014.


1. REQUEST FOR PROPOSAL – For Lease of Milltown Hill Property

2. FAIRGROUNDS – Order Awarding Bid and Contract (Harold Phillips)
Order Awarding Bid and Contract with Umpqua Roofing Company, Inc. who had the lowest responsible bid for the Fairgrounds Pavilion Re-Roofing project. Base Bid: $173,890.00.

3. HEALTH AND SOCIAL SERVICES – Intergovernmental Agreement (Peggy Madison)
IGA with Oregon Department of Human Services Aging and People with Disabilities Division to develop Aging and Disability Resource Connection (ADRC) Mental Health Program. Expenses reimbursed to Douglas County up to $88,796.00.

4. LAND – Timber Sale Contract (Gary Groth)
Timber Sale Contract with Scott Timber Co. for the 2014-2015 harvest year known as the North Winchester Timber Sale #295. Timber Sale contains approximately 17 acres, 1.225MMBF, with an estimated value of $465,718.00.

5. LAND – Timber Sale Contract (Gary Groth)
Timber Sale Contract with Scott Timber Co. for the 2014-2015 harvest year known as the Clear Eel Timber Sale #294. Timber Sale contains approximately 20 acres, 1.019MMBF, with an estimated value of $334,781.00.

6. PARKS --- Resolution to Apply for an Oregon Parks and Recreation Department Grant (Gary Groth)
Resolution authorizes Gary Groth to sign an application for a Local Government Grant. The grant will be used to construct an Inclusive Play Area at River Forks Park. The cost of the project is $260,000.00, the grant application is $128,000.00. The local match of $132,000.00 will be provided by donations secured by the North Roseburg Rotary and the Morning Rotary Clubs. There is no cost to the County.

7. PARKS – Grant Agreement with Oregon Parks and Recreation Department County Opportunity Grant Agreement (Gary Groth)
Douglas County Parks Department has been awarded a OPRD County Opportunity Grant for the Whistler’s Bend expansion project. The project includes a new restroom/shower facility and 28 new campsites (12 full hook up). The estimated project total is $298,000.00. The grant award is $135,150.00. The balance of the funding in the amount of $162,850 is in the Parks budget from the ADA Timber Sale.

8. PLANNING – Order Accepting Internal Lot Line Vacation (Keith Cubic)
Petitioner (Stark Resources, LLC.) requests vacation of the internal lot line to facilitate future sale of the subject properties which will facilitate improved lot configuration for future development.

9. PLANNING – Southern Oregon Regional Pilot Program (SORPP) Update (Keith Cubic)

10. PUBLIC WORKS – Order Authorizing Purchase (Robb Paul)
Order Authorizing the purchase of herbicides from Helena Chemical from the Oregon State Price Agreement. Cost: $70,242.56.

11. MISCELLANEOUS – Resolution Relating to the Community Mental Health Programs and Developmental Disabilities Programs (Commissioner Morgan/Paul Meyer)



The next regularly scheduled Board meeting will be held April 2, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
