MINUTES of the Board meeting held on March 10, 2010 and March 17, 2010
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. CLERK – Delegation of Authority
Order delegating authority to County Clerk, Barbara Nielsen, to sign an electronic application for a grant funded by the National Archives and Records Administration.
2. HUMAN RESOURCES – Contract with Bullard, Smith, Jernstedt, Wilson for Specialized Legal Services
Contract for legal services related to labor relations, employment law and collective bargaining. Rates remain at 2008 discounted level.
3. LAND – Notice of Timber Sale
Notice of Timber Sale: 10:00 a.m. on April 22, 2010 for the oral auction of two timber sales located in the Reedsport area. Clear Lake Timber Sale #277 includes approximately 1,069,000 board feet of timber and Joyce Creek Timber Sale #281 includes approximately 675,000 board feet of timber.
4. PLANNING – Historic Preservation Fund Agreement
Douglas County, a Certified Local Government, proposes to enter into agreement with the State of Oregon Parks and Recreation Department, to receive funding of a portion of the County’s Historic Preservation program. This agreement would allow $8,000 grant funds to be received and Douglas County will have expenditures of $8,000 during the grant period. The agreement for the Douglas County Certified Local Government Grant, Heritage Grant #OR-10-07, must be entered into by action of the Board of County Commissioners. Douglas County was the first Certified Local Government County in Oregon. This program reimburses us for half of the cost of administering the Historic Resources program.
5. PUBLIC WORKS – Contract for Personal Services with St. Vincent de Paul Society of Lane County, Inc.
Contract for personal services with St. Vincent de Paul Society of Lane Co., Inc. for recycling mattresses from the Roseburg and Reedsport transfer stations. Cost is $6.00/mattress or box spring + $100.00/trailer load (transport fee).
6. SHERIFF – Contract with Bold Planning Solutions (BPS), Inc.
Contract for Web Based Continuity of Operations Plan for emergency planning and management. BPS provides technical services and consulting of the implementation of emergency plans. Cost is $58,600.00.
7. SHERIFF – Emergency Management Performance Grant
Emergency Management Performance Grant will provide 50% funding for Emergency Management program. Includes salary and supplies in the amount of $77,264.00.
8. SHERIFF – Contract Modification with Saving Grace, Inc.
Contract modification to increase original contract to $181,450.00 from $153,450.00.
