PLEDGE OF ALLEGIANCE

MINUTES Approval of the Minutes of March 11, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Request for Re-Annexation of Property (Keith Cubic)
Hearing for Re-Annexation of property and “Order Incorporating Territory” to the Milo Rural Fire District. Chief Petitioner: Wallen.

2. BUILDING FACILITIES DEPARTMENT – Intergovernmental Agreement (Kevin Potter)
Intergovernmental Agreement with State Courts for the remodel of Courtroom 401. State Courts will pay all costs not to exceed $70,000 and project will be completed by June 30, 2016. There is zero cost to Douglas County.

3. BUILDING FACILITIES DEPARTMENT – Communications Site Lease Amendment (Kevin Potter)
This amendment extends original lease agreement between Douglas County and Lane County at the Roman Nose Communications Site through June 30, 2016. Also increases the annual escalation from 2% to 3% in base rent owed to the County in the amount of $3,939.89 for FY 15-16.

4. BUILDING FACILITIES DEPARTMENT – Intergovernmental Agreement (Kevin Potter)
This is an Intergovernmental Agreement with State Courts and Douglas County for a feasibility study for a single security check point station. Total cost of the study is not to exceed $5,000 and will be paid for by State Courts. There is zero cost to Douglas County.

5. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
This is an Amendment to Intergovernmental Agreement between the State of Oregon Department of Transportation (ODOT) and Douglas County will fund a juvenile litter crew to clean freeways in Douglas County by youth offenders working off their court ordered community service. Revenue: Up to $50,000.

6. JUVENILE DEPARTMENT – Intergovernmental Agreement (Aric Fromdahl)
This is an Intergovernmental Agreement between Josephine and Douglas County to place youth in the Douglas County Juvenile Department Detention Facility. Revenue: $131.00 per youth per day.

7. PUBLIC WORKS – Agreement (Robb Paul)
Agreement between Douglas County Public Works and Douglas Forest Protective Association to Provide Wild Land Fire Suppression Crews of Various Sizes with the County. DFPA will invoice County after each incident for services provided. County will only pay for costs that fall within Title III guidelines.

8. PUBLIC WORKS – Preliminary Order Approving Vacation of Property (Robb Paul)
Preliminary Order Approving Vacation of Property of a Portion of McGinty Drive County Road No. 35B, Douglas County, Oregon, without hearing. Petitioner: Espinosa.

9. MISCELLANEOUS – GARDINER SANITARY DISTRICT CDBG (Paul Meyer)
Adding a signer to Authorized Signature Card for draw requests to Community Development Block Grant for upgrade to the collection system for the Gardiner Sanitary District.

The next regularly scheduled Board meeting will be held April 1, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
