PROCLAMATION – Youth with Disabilities Awareness Day

MINUTES of the Board meeting held on February 17, 2010 and March 3, 2010


1. ASSESSOR – Tax Refunds
Order refunding taxes to: Cow Creek Band of Umpqua Tribe of Indians ($25,803.44).

2. BUILDING – Intergovernmental Agreements (IGA) to officially place a hold on city payments until July 1, 2011
IGA’s for Elkton, Myrtle Creek, City of Roseburg, Canyonville, Drain, Glendale, Oakland, Riddle, Sutherlin, Winston and Yoncalla to officially place a hold on city payments until July 1, 2011. Average savings to the Building Department is $33,600.00 per year.

3. COMMUNICATIONS – Extension/Modification of Contract #14969 with Roseburg Resources
Second extension and modification of lease agreement with Roseburg Resources for the Gardiner Hill communications tower site. Extends contract five years at $1,250.00 per year.

4. DINT – Aviation Contract Extension
First Contract Extension with Brim Aviation. Cost is $68,876.00.

5. HEALTH AND SOCIAL – Request for Approval of the Biennial Plan
Request for approval of the biennial plan for Mental Health and Addictions services for Douglas County (2011-2013).

6. HUMAN RESOURCES – HIPPA Business Associate Addendum Manley Services
Order amends the HIPAA agreement with Manley Services, to comply with the new regulations resulting from the enactment of the American Recovery and Reinvestment Act of 2009.

7. INFORMATION TECHNOLOGY – Digital Voice Logging Contract
Dictaphone Digital Recording System (NICE) is the current product used by the Douglas County 911 center to record and manage all voice and radio calls. NICE has informed the County that support for the current product has been discontinued. Douglas County went out for a Request for Proposal on December 1, 2009 to replace the system, and 6 vendors responded. After evaluation, WesTek Marketing was selected as the most responsive. Unit cost is $25,673.40.

8. PLANNING – Annual Report for 2009
Keith Cubic will present an overview of planning activity in 2009. The report will highlight land use activity, customer service ratings, accomplishments and related planning program information.

9. PUBLIC WORKS – Cooperative Improvement Agreement with the State of Oregon
Cooperative Improvement Agreement with the State of Oregon for the Interstate 5 Del Rio Road/Winchester Interchange.

10. MISCELLANEOUS – Resolution Authorizing Submission of Application
Resolution authorizing submission of an application for Re-designation of the South Douglas County Enterprise Zone.

11. MISCELLANEOUS – Deliberation/Discussion for Appointments to the Veteran’s Advisory Committee
Six vacancies exist on the Veteran’s Advisory Committee. The vacancies were advertised with Douglas County media and fifteen applications were received and reviewed. It is recommended to appoint Carol Hunt (Daughter of a WWII Veteran and wife of Korean/Vietnam War Veteran), Roger Arnold (Korean War/Vietnam War Veteran), and Dirk Krysman (Persian Gulf War Veteran)and Charles Martin(Korean War/Vietnam War Veteran).

12. MISCELLANEOUS – Appointment to the Douglas County Regional Workforce Investment Board (DCRWIB)
The Executive Committee of the DCRWIB recommends the appointment of the following: Donna Arnold, Bob Craft, Bruce Cronk and Ed Wood with terms ending December 31, 2011 and Tracey Maddux, Diana Corder, Wes Melo, Jennifer Reasoner and Dotty Stapleton with terms ending December 31, 2012.




The next regularly scheduled Board of Commissioners meeting will be held March 24, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
