1. PLEDGE OF ALLEGIANCE

2. PROCLAMATION – Youth with Disabilities Awareness Day (Dean Hatfield and Special Olympian Brandon Hampton from Roseburg High School)

5. COMMISSIONERS – Appointments to the Coastal County Museum Advisory (Gary Leif)
Appointment of five voting members to the Coastal County Museum Advisory Committee. Members are: Rebecca Brosi-Shepherd, DeeDee Murphy, Karen Bedard, Phyllis Dever and Eric Boe. Members are appointed to five year terms with an expiration of March 14, 2022.

6. COMMISSIONERS – Contract Extension (Paul Meyer)
Douglas County, on behalf of the Douglas County Industrial Development Board, contracted with DK Reed Investments LLC for Realtor services to list and market a portion of the South Umpqua Industrial Park. The contract has expired and the Douglas County Industrial Development Board recommends to the Board of Commissioners that the contract be extended to June 30, 2017.

7. FLEET – Order Authorizing Purchase (Mike Luttrell)
Order authorizing purchase of One (1) new 20 Foot, Center Console Inboard Aluminum Sled Boat with Trailer CC#5609 in the amount of $46,000 for the Sheriff’s Department.

8. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amended IGA between the State of Oregon by and through its Oregon Youth Authority (OYA) which provides reimbursement to Douglas County in an amount not to exceed $431,494.60 from July 1, 2015 - June 30, 2017, for placement of youth committed to OYA into the Douglas County Juvenile Detention Center’s 30-90 day Youth Care Center (YCC) program at a rate of $96.10 per youth per day. Amendment changes the average daily population.

9. PLANNING – Annual Report for 2016 (Keith Cubic)
Overview of Planning Department activity in 2016.

10. PLANNING – Appointment to Planning Commission (Keith Cubic)
A vacancy exists on the Planning Commission with the second term of William Duckett expiring February 28, 2017. Mr. Schuyler is a suitable and willing candidate to represent the forest industry on the Planning Commission. Term Expiration February 28, 2021.

11. RADIO – Personal Services Contract (Kevin Potter)
Personal Services Contract for RFP #108 awarded to Adcomm Engineering Company for tower engineering services to evaluate for tower engineering services to evaluate for repair, replacement or upgrade of microwave radio equipment. These services are funded by Homeland Security Grant #16-227. Total Phase I Project cost is $178,500.

12. SENIOR SERVICES – Contract Modification (Jeanne Wright)
First modification to Contract No. 29012 with the Cow Creek Band of Umpqua Tribe of Indians. Modification adjusts program rates for Congregate and Home Delivered Meal Program.

13. SHERIFF – Intergovernmental Agreement (Brian Sanders)
Interagency Agreement between Douglas County and Umpqua Community College extended the Patrol services from February 1, 2017 through May 31, 2017.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held March 22, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
