MINUTES Approval of the Minutes of March 4, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. Second Reading of Ordinance No. 2014-12-01 Revising Douglas County Code Chapter 12.12, County Parks Department (Gary Groth)
PUBLIC HEARING - Second reading of Ordinance 2014-12-01 revising Douglas County Code Chapter 12.12, County Parks. The proposed revisions include giving the Parks Director authority to collect parking fees, allowing after hours fishing, making it a violation to park or leave a vehicle or trailer overnight in areas not designated for overnight camping, removing provisions regarding firearm possession. If approved the effective date is June 11, 2015.

2. CLERK – Memorandum of Understanding (Patricia Hitt)
This is a Memorandum of Understanding with eRecording Partners Network, LLC to allow submission of recording documents electronically through our recording software vendor, Helion.

3. FLEET SERVICES – Request to Award Bid (Robb Paul)
This is a request for Board approval to award Bid #068, for the purchase of one (1) new ¾ ton full size 4WD pickup with short wide box and crew cab, which was opened at two regularly scheduled Board of Commissioners meetings on February 18 & 25, 2015. There were four bids submitted for consideration.

4. PUBLIC WORKS – Contract (Robb Paul)
Contract signing with LTM, dba Knife River Materials, in the amount of $2,759,821.10 for Reconstruction of Old Highway 99S Shady to Highway 42, Douglas County, Oregon.

5. MISCELLANEOUS – Deliberation/Appointment to the Housing Authority of Douglas County (Commissioner Morgan)
Three vacancies exist on the Housing Authority of Douglas County Board due to the expired term of Chris Spens and resignations of Chris Boice and Dallas Heard. The vacancies were advertised with Douglas County Media and five applications were received. One position would have a term expiration date of April 14, 2019 and two positions would have term expirations of April 14, 2016.

6. MISCELLANEOUS – Deliberation/Appointment to the Parks Advisory Board (Commissioner Freeman)
Three vacancies exist on the Park Advisory Board due to the expired terms of Dick Swartzlender, Don Larson and James Peterson. The vacancies were advertised with Douglas County Media in October, 2014 and February, 2015. Twenty five applications were received. The appointed members will have term expirations of December 27, 2018.

7. MISCELLANEOUS – Deliberation/Appointment to the Planning Commission (Commissioner Morgan)
The terms of three Planning Commission members expired at the end of February. The vacancies were advertised with Douglas County Media. Two members have applied for reappointment and five applications were received for the vacant position. The appointed members will have terms expiring February 28, 2019.

The next regularly scheduled Board meeting will be held March 18, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
