MINUTES of the Board meeting held on March 2, 2011
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. PARKS AND BUILDING FACILITIES – Contract with Umpqua Sheet Metal
Bid #998 was opened on February 16, 2011 by Board of Commissioners. Lowest responsible bid was received from Umpqua Sheet Metal. Order Awarding Contract was signed on February 23, 2011. Cost to County: $60,000.00
2. Planning – Annual Report for 2010
Informational presentation and no action is required. The Planning Department is available to provide additional information, desired by the Board of Commissioners. The report highlights land use activity, customer service ratings, accomplishments and related planning program information.
3. SALMON HARBOR MARINA – Order Authorizing Purchase
Order authorizing the purchase of Cortez Flush Toilet Building from CST Inc. under Oregon State price Agreement #5237 PA. Purchase is exempt per LCRB 4.24 “ORCCP Agreement Purchase.” Purchase is funded through Oregon State Marine Board Facility grant 1422. Cost is $45,382.00.
4. SHERIFF – University of Oregon Contract Extension
Contract extension with the University of Oregon for the Catastrophic Recover Planning Project. The project is 100% funded with the Homeland Security grant. This extends the grant period to June 30, 2011. Cost paid to University of Oregon not to exceed $242,631, paid by grant funds.
5. SHERIFF – 2010 Homeland Security Grant
Ongoing Homeland Security Grant to support ongoing Continuity of Operation planning effort, implementation and maintenance of EOC OpsCenter project, and service fees for back up satellite communications in Roseburg and Reedsport. Total grant award: $44,170.00.
6. SHERIFF – Contract Extension
Contract extension for Continuity of Operations (COOP) Planning. Funding for this project is funded by Homeland Security grants. Contract extended to December 31, 2012.

The next regularly scheduled Board meeting will be held March 16, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
