MINUTES of the Board meetings held on February 19 and February 26, 2014

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: NORWAY DEVELOPMENT.

2. PUBLIC HEARING – Re-Annexation of Property (Keith Cubic)
Re-Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District no. 2. Chief Petitioner: McKILLIP.

3. ASSESSOR & TAX – Property Tax Refund (Ali Vincent-lough)
Property tax refunds to Ingram Industries & Ingram Book Company for the 2009-10, 2010-11 and 2011-12 tax years. Account R37129 in the amount of $50,570.98 and account P82165 in the amount of $14,577.64. Department of Revenue Case No. 12-0048.

4. FAIRGROUNDS – Order Rejecting Proposals (Harold Phillips)
Order rejecting all Proposals for Fair Entertainment Light and Sound in the best interest of the public due to inconsistencies in the internal RFP document.

5. PARKS – Oak Woodland Restoration (Gary Groth)
Agreement between Douglas County, Lomakatsi Restoration Project and the U.S. Fish and Wildlife Service to cooperate on an Oak Woodland Restoration Project at Mildred Kanipe Memorial Park. The project will restore and improve up to 28 acres of native oak woodlands. There is no cost to the County.

6. PLANNING – CCI & PAC Reappointments (Keith Cubic)
Reappointment of Fred Becker to the Committee for Citizen Involvement (CCI) with a term ending March 5, 2017. Reappointments to the Planning Advisory Committee (PAC) with terms ending March 5, 2017: Paul Haddock, Paul Daily, Linda Wells, Nancy Benzel, Jo Strader, and Vicki Howren.

7. TREASURER – Letter of Credit with US Bank (Jim Rudolph)
County’s Worker’s Compensation Self Insurance Renewal. This is the charge for US Bank to comply with Worker’s Compensation Rules. Cost is $4,250.00 per year.

8. MISCELLANEOUS – Contract with Business Oregon Infrastructure Finance Authority (Sandra Jackson)
Contract with Business Oregon Infrastructure Finance Authority for an Oregon Community Development Block Grant in the amount of $2,000,000 for construction of a collection system improvements within the Gardiner Sanitary District.

9. MISCELLANOUS – Appointments to the Veterans Advisory Committee (Peggy Madison)
Five vacancies exist on the Veterans Advisory Committee due to expired terms. The vacancies were advertised with Douglas County media and five applications were received. The Veterans Service Officer and the Health & Social Services Administrator recommend the reappointment of Michael Hendricks, James Little and Bud Bessey. They further recommend the appointment of John McDonald. All terms would end December 31, 2015.

The next regularly scheduled Board meeting will be held March 12, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
