PLEDGE OF ALLEGIANCE

MINUTES Approval of the Minutes of February 18, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – Public Works (Robb Paul)
Opening of Bid #068 for the procurement of (1) New ¾ Ton, Full Size, 4WD, PU w/Short Wide Box and Crew Cab for the Sheriff’s Office. One Bid was received by Douglas County but was not read at the February 18, 2015 meeting.

2. BID OPENING – Public Works (Robb Paul)
Project #: 10936, Reconstruction of Old Highway 99S – Shady to Highway 42, Douglas County Oregon.

3. CONTRACT ASSIGNMENT – Building Facilities (Kevin Potter) STRICKEN
This is a Contract for fire alarm system at Creekside with Simplex Grinnell. Rates are from the National Joint Powers Alliance Price Agreement and Douglas County is authorized to purchase from.
Cost: $44,523.05

4. LEASE MODIFICATION – Senior Services (Jeanne Wright)
Modification to Lease with City of Riddle for Senior Center space for new term July 1, 2014 to
June 30, 2015. The Modification changes the hours of use for the leased space.

5. AMENDMENT TO IGA – Juvenile (Aric Fromdahl)
This is the second amendment to Intergovernmental Agreement between the State of Oregon, Oregon Health Authority and Douglas County. The Board signed the original Agreement on 12/18/13. This Amendment replaces the name of the Agreement Administrator to reflect who is currently in that position at Oregon Health Authority.

6. LEASE AGREEMENT – Land (Gary Groth)
Lease Agreement effective April 1, 2015, to State of Oregon, for approximately 491 rentable square feet of office space in the building located at 1036 SE Douglas Avenue, Room 203, Roseburg, OR 97470. Lease term commences April 1, 2015 and continues through March 31, 2017. Monthly base rent of $613.75 is due by the 10th of each month for the preceding month.

7. CONTRACT MODIFICATION – Public Works (Robb Paul)
This is the Second Modification of Contract No.27709 with I.E. Engineering, Inc. for Reconstruction of Old Highway 99 South (Happy Valley Road to OR-42).

8. ORDER AUTHORIZING PURCHASE – Public Works (Robb Paul)
RFP #067 was opened on February 10, 2015 by fleet Services. The most advantageous proposal was received from Pape’ Kenworth. This is a request for an Order Authorizing Purchase for (1) New Tandem Axle Truck w/Dump Body, Sander. Cost: $188,612.00.

9. CONTRACT MODIFICATION – Sheriff’s Office (John Hanlin)
This is a Contract Modification between Douglas County Sheriff’s Department and the USDA, Forest Service to provide law enforcement to the Diamond Lake Ranger District – Diamond Lake/Lemolo Lake Recreation Areas. Revenue: $47,960 added to FY2015 Annual Operating Plan Obligation.

12. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held March 4, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
