SPECIAL PRESENTATION – Douglas County Regional Workforce Investment Board Report
MINUTES of the Board meeting held on February 17, 2010
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. BID OPENING – Parks & Building Facilities RFQ #979
Bid opening (RFQ #979) for elevator maintenance.
2. PUBLIC HEARING – Second Reading of Ordinance No. 2010-02-01
Second Reading of Ordinance No. 2010-02-01, changing the manner of selection of Darley Drive Special Road District Board.
3. HUMAN RESOURCES – ODS Endorsement
This endorsement provides new provisions for protecting and restricting the disclosure of members’ health information.
4. PLANNING – Remand Order: Valynn Currie as representative for Timothy & Meryluz Foley (PD File No. 06-025)
The Planning Commission approved, and the Board of Commissioners affirmed (March 21, 2007) on remand from the Land Use Board of Appeals, the request for a Plan Amendment from Agricultural Land to Rural Residential – 5 Acre and Zone Change from FG to 5R, based on a Non-resource Determination on a 76.21 acre parcel located off Country Hill Drive, adjacent to the Riversdale Rural Community northwest of Roseburg. The 2007 County approval was appealed to LUBA for a second time. LUBA again remanded the matter to the County on August 8, 2007. On December 28, 2009, the applicant submitted a written request to proceed with a remand hearing before the Planning Commission.
5. MISCELLANEOUS – Order Amending Terms of Appointed Members on the Douglas County Fair Board
In error the terms for the Douglas County Fair Board were set for four years. By State Statute the terms should be for three years. The Order corrects the terms for Sandy Bratton (12/31/2011), Mike Keller (12/31/2010), David Briggs (12/31/2011), John Dunn (12/31/2010) and Todd Munsey (12/31/2010).
6. MISCELLANEOUS – Discussion/Deliberation for Appointment to HADCO
A vacancy exists on the HADCO Board due to the resignation of Jody Ahlstedt. The position was advertised and one new application was received. Applications from the previous recruitment will also be considered for the vacancy.
7. MISCELLANEOUS – Discussion/Deliberation for Reappointment to Salmon Habitat Improvement Program (SHIP)
Two vacancies exist on the SHIP due to the expiring terms of Dave Williams and Ralph Huffman. The vacancies were advertised with Douglas County media and only two applications were received. The Salmon Habitat Advisory Committee recommends the reappointment of Dave Williams and Ralph Huffman for two-year terms.
