APPROVAL OF MINUTES: February 16, 2011

CITIZEN COMMENTS ON AGENDA ITEMS ONLY

1. INFORMATION TECHNOLOGY – Galesville Dam Communications
Recently, one of the Douglas County’s radio towers which provide data communications between the Courthouse and Galesville dam was irreparably vandalized. Due to State and Federal requirements, Douglas County is required to maintain monitoring and control communications to the dam. A T-1 data circuit from Frontier Communications has been installed to restore communications. Cost is $872.57 per month.

2. LAND – Quitclaim Deed
Bargain and Sale Deed to Roberta Anderson for a parcel located in Dillard. This parcel was acquired by the County through property tax foreclosure on February 1, 2011, and is being deeded back to one of the previous owners. Back taxes and interest in the amount of $3,065.06 have been paid in full.

3. PARK AND BUILDING FACILITIES DEPARTMENT – Order Awarding Contract
The County received bids for the mechanical contract for Park and Building Facilities Offices on February 16, 2011. The responsible and responsive low bidder is Umpqua Sheet Metal of Winchester, Oregon in the amount of $60,000.

4. PLANNING – PAC Appointment
One vacancy exists on the North Umpqua PAC. Jo Strader has applied for membership on the PAC. Jo Strader received recommendation for appointment from the Committee for Citizen Involvement.

5. PLANNING – PAC Reappointment
One membership term on the Callahan PAC will expire soon. Paul Haddock has received recommendation for reappointment to the Callahan PAC from the Committee for Citizen Involvement. One membership term on the Coastal PAC will soon expire. Ethel Dibala has received recommendation for reappointment to the Coastal PAC from the Committee for Citizen Involvement. Two membership terms on the Douglas PAC will soon expire. Fred Becker and Linda Wells have received recommendation for reappointment to the Douglas PAC from the Committee for Citizen Involvement. One membership on the Elk Creek PAC will soon expire. Nancy Benzel has received recommendation for reappointment to the Elk Creek PAC from the Committee for Citizen Involvement. One membership term on the South Umpqua PAC will expire soon. Vicki Howren has received recommendation for reappointment to the South Umpqua PAC from the Committee for Citizen Involvement.

6. PUBLIC WORKS – Order
Order Accepting Brittney Avenue, County Road No. 349-A.

7. PUBLIC WORKS – Order
Order establishing a parking restriction on Brittney Avenue, County Road No. 349-A.

8. PUBLIC WORKS – First Amendment to Site Lease Agreement
First Amendment to Site Lease Agreement with Ameresco Roseburg, LLC, for a name change to Roseburg LFG Energy, LLC.

9. PUBLIC WORKS – First Amendment to Landfill Gas Purchase Agreement
First Amendment to Landfill Gas Purchase Agreement with Ameresco Roseburg, LLC, for a name change to Roseburg LFG Energy, LLC.

10. SHERIFF’S OFFICE – Forest Service Deputy
Annual contract with Forest Service for patrol of U.S. Forest Service roads at the Diamond Lake Ranger District – Diamond Lake/Lemolo Lake areas. Amount to be paid to Douglas County: $54,500.

11. MISCELLANEOUS – DCIDB Vacancy Appointment
A vacancy exists on the Douglas County Industrial Development Board (DCIDB). The position was advertised with Douglas County Media and three applications were received. The DCIDB met on February 16 and voted unanimously to appoint Alex Palm to the vacant position.

12. MISCELLANEOUS – Deliberation and Appointment to Veterans Advisory Council
Three vacancies exists on the Veterans Advisory Council due to expired terms. The positions were advertised with local media and four applications were received. The Veterans Service Officer, and the Health & Social Services Department Administrator recommend the reappointment of Dirk Kruysman; Veteran of Persian Gulf, Roger Arnold; Veteran of Korea and Vietnam, and Carol Hunt; Family Member of a Veteran of WWII, Korea, and Vietnam. Two year terms will end: December 31, 2012.

15. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held March 2, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
