MINUTES of the Board meeting held on February 15, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Order Approving Boundary and Setting Final Hearing (Keith Cubic)
The first of two public hearings for annexation of multiple parcels to Douglas County Fire District No. 2. The District’s Board of Directors found that it was within the best interest of the District and in the interest of health, safety and welfare of the District’s citizens to reorganize the District boundaries in order to correct the current boundary which is non-contiguous, confusing to administer which makes timely and efficient emergency response difficult. There are no known objectors.

2. FAIRGROUNDS – Contract Extension with Durham Bus (Harold Phillips)
Second Contract Extension with Durham School Services to provide bus transportation during the 2012 Douglas County Fair. Extends Contract to August 12, 2012.

3. LAND – Resolution (Gary Groth)
Resolution regarding the acquisition of a 21.62 acre parcel adjacent to Highway 99, one quarter mile north of Wilbur. Property is needed as right of way for road improvement work and will also be used as a wetlands mitigation bank.

4. MANAGEMENT AND FINANCE – Tax Reimbursement to the Department of Revenue (Jessica Pence)
Per ORS 311.694 the Treasurer shall reimburse the Department of Revenue for uncollected taxes and interest on foreclosed properties. Total for two foreclosed properties is $40,149.43 payable to the Department of Revenue.

5. PLANNING – PAC Appointment (Keith Cubic)
One vacancy exists on the Roseburg/Douglas Planning Advisory Committee (PAC). Kettie Walker has applied for membership on the PAC. Kettie Walker received recommendation for appointment from the Committee for Citizen Involvement.

6. PUBLIC WORKS – Agreement with Oregon Department of Transportation (Robb Paul)
Local Agency Agreement with Oregon Department of Transportation for National Historic Covered Bridge Preservation Program (NHCBP) Rochester Covered Bridge

7. PUBLIC WORKS – Agreement with Oregon Department of Transportation (Robb Paul)
Local Agency Agreement with Oregon Department of Transportation for National Historic Covered Bridge Preservation Program (NHCBP) Neal Lane Covered Bridge.

8. MISCELLANEOUS – Reappointment to the Planning Commission (Keith Cubic)
A vacancy will exist on the Planning Commission due to the expiring term of Javier Goirigolzarri. The position was advertised with Douglas County media and one application was received. Mr. Goirigolzarri would like to be reappointed to a new term which would end February 28, 2016.

9. MISCELLANEOUS – Reappointment to the Roaring Camp Road District
A vacancy exists on Roaring Camp Road District due to the expired term of Ronald Hicks. Mr. Hicks would like to be reappointed to a new term which would end December 31, 2014.

10. MISCELLANEOUS – Appointment to Woodlands Advisory Committee
One vacancy exists on the Woodlands Advisory Committee due to a reappointment. The position was advertised and three applications were received. The Committee recommends the appointment of Kenneth R. Harrison to a term which would end July 1, 2013.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held February 29, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
